Air pollution in Delhi: SC flags 'abject failure' in GRAP-4 implementation, warns of 'satellite scam'
NEW DELHI: The Supreme Court on Thursday said the second report of the judicial commissioners showed an “abject failure” by the authorities in implementing the GRAP-4 guidelines.

During the hearing, a bench of Justices Abhay S Oka and Augustine George Masih also refused to relax emergency measures under the law. Graduated response action plan (GRAP)-4 to tackle air pollution in the national capital.
The court ruled that the strict GARP-4 measure will continue until December 2.
This is what the Supreme Court said:
  • The Supreme Court said GRAP phase IV measures, except for schools, will remain in force until Monday (December 2).
  • In the meantime, the court asked the CAQM (Commission for Air Quality Management) to hold a meeting and come up with the suggestion to move from GRAP IV to GRAP III or GRAP II.
  • On the notice that stubble burning will be allowed in Punjab after 4 pm, the court said “if the report is true, it is serious”.
  • The Supreme Court said that state authorities cannot advise farmers to take advantage of the fact that activities are currently detected that take place during several hours of the day.
  • The court asked the Government of Punjab to immediately advise all officers not to indulge in such actions.
Meanwhile, the Air Quality Management Commission has informed the Supreme Court that it has issued a warning Delhi Police CommissionerMCD Commissioner and Delhi Transport Department for not adhering to their order regarding rising air pollution in the national capital. GRAP-4 measures are primarily aimed at restricting the access of non-essential goods vehicles to the national capital. Introduced in 2017, the GRAP includes anti-pollution measures implemented in Delhi and surrounding areas based on the severity of pollution.
