The Trump administration continued its massacre of the American Bureau for International Development, cuts 2,000 employees and placed everything but a fraction of other employees on leave.
It comes after a federal judge allowed the government to continue with the pulling of thousands of domestic USAID employees of work and all over the world.
Judge Carl Nichols of the American district rejected supplications who came to a lawsuit of employees to continue to block the government's plan temporarily.
'From 11:59 pm EST on Sunday, February 23, 2025, all USAID Direct HIRE staff, with the exception of designated staff responsible for missionary functions, core leadership and/or specially designated programs, are placed worldwide with administrative leave, “according to the Notices that have been sent to USAID employees and viewed by the Associated Press.
At the same time, the agency said that it is cutting the US -based workforce with around 2,000 employees.
The move escalates a month-long attack on the agency by Trump and 'First Buddy' Elon Musk who has closed his headquarters in Washington and has concluded thousands of American auxiliary and development programs worldwide after an attempt to freeze foreign help.
Trump and Chief Cost-Cutter Musk claim that it is waste and development work and promote a liberal agenda.
With reference to great care for employees who have been stationed abroad who have reported that they are being cut off from the communication of the government, the notifications say that 'USAID is committed to keeping its overseas staff safe.

Until they return home, the staff retains access to agency systems and to diplomatic and other means. '
The administration said that employees have set leave abroad, are expected to receive 'voluntary desk-financed return trips' and receive other benefits.
Nichols, who was nominated by Trump, said that he had been 'very concerned' about employees in risky areas who had left abroad without access to emergency communication.
But he said that he has since been reassured by the administration that employees would still have access to two-way radios that make 24-7 communication possible in emergency situations, as well as a telephone app with a 'panic button'.
The judge said that the government's statements convinced him “that the risk that occurred to USAID employees who are placed on administrative leave while they are stationed abroad – if there is one – is much minimal than initially appeared.”
The notifications of dismissals and leaves come on top of hundreds of USAID contractors who do not receive any name form letters during the weekend, according to copies viewed by AP.
The general nature of the notification letters to USAID contractors, with the exception of the names or positions of those who receive it, can make it difficult for the dismissed employees to receive unemployment benefits, employees remarked.
Another judge in a second lawsuit at the dismantling of USAID has temporarily blocked the freezing of foreign aid and said last week that the administration had continued to remember despite his judicial order and at least temporarily recover the financing to programs worldwide.

USAID employees abroad will have the option to return to the US and their travels would be financed by the office. However, they can also choose to stay on paid leave on their foreign messages and still have access to vital means.
There has been a lot of controversy from the Elon Musk-guided Department of Government Efficiency (Doge) while he continues to discover corrupt expenses through different government agencies in an attempt.
Since January 20, various lawsuits have fueled the cost -saving oblique stripes of Musk, but in some cases Dog has succeeded in triumphing.
A federal court denied the last attempt by Liberals to stop 'first buddy' to gain access to government data in a huge victory for Doge.
The lawsuit against DOGE was submitted by 14 states' lawyers -general in a coordinated attempt to get rid of his power as his department gained access to parts of sensitive data in multiple federal agencies.
Although the American district judge Tanya Chutkan discovered that there are legitimate questions about Musk's authority, she said there is no evidence of the kind of serious legal damage that would justify a temporarily limiting order.
The lawyers -General of the States argued that Musk uses the kind of power that according to the Constitution can only be kept by those who are chosen or confirmed by the Senate.
The Trump administration, for his part, has maintained that dismissal of office heads came and claimed, despite his audience that Musk does not directly have the daily operations of Doge, does not immediately perform.

Chutkan said that their questions about Musk's apparent 'uncontrolled authority' and a lack of conference overview for doge legitimate are and they may be able to successfully argue they successfully later.
Nevertheless, it is currently unclear exactly how the work of Doge will influence the States, and judges can only give court orders to block specific, immediate damage, she thought.
A judge in Massachusetts has also lifted a temporary freezing on the supply of Trump's 'Buyout' to federal employees.
District court George O'Toole ruled that the trade unions are not to challenge the directive and are not directly influenced by it.
O'Toole, a President Clinton, appointed, lifted the temporary restraining ban on 10 February.
“Hurt employees can submit claims through the administrative process,” he also wrote.
