An animal trainer who is known as the 'Horse Whisperer' landed with a bill of £ 3,600 after a feud of nine years with her city council in Cheshire.
Stephanie Dale, 40, was brought before the courts over her failure to subtract stables that she built illegally on Greenbelt -land.
The mother of three, from the market city of Congleton, repeatedly ignored the requirements of the council to demolish the stable block, which was established without a building permit.
JPS heard the dispute of 2016, when Dale was published with two enforcement messages from Cheshire East Council that instructed her to bring down the stables and remove the concrete base, and a caravan and associated utilities on the land of watery lane in the Astbury Area or town.
It turned out that she could have built one stable block, but she added a second without permission.
Dale, who has been working with horses for the age of 20 and is known for training 'problem' animals, went without success and received a fine of £ 1,000 in 2018 for violating the two enforcement assignments.
She moved the caravan the following year, but she did not demolish the stables and was once again charged, after further investigation last year.
At Crewe Magistrates Court, she was found guilty of violating an enforcement order in her absence and received a fine of £ 1,100, with a cost of £ 2528.22.

Dale, from the market city of Congleton, repeatedly ignored the requirements of the council to demolish the stable block, which was established without a building permit.
The court heard that she had given a sick tone that she was suffering from fear and depression and also had an orthopedic agreement in the hospital when the trial would take place, but JPS ruled that the case should continue without her.
She was not available for comment when she later approached her home.
The court heard that Dale was a joint owner of the country with a man named Mr. Foster, but that she was the 'driving force' behind the development.
Prosecution for the council, Mr. Khalid Mahmood said: 'Notifications were served in December 2016 and an appeal was submitted to the State Secretary by Stephanie Dale.
'In the case of the first notification, the appeal was rejected and the enforcement message was confirmed, while the second notification was complied with. The caravan was removed on or around 26 September 2022.
'Despite memories, the suspect did not comply with the first notification and no word or explanation was given. There is already a negative time for a considerable period. '
Senior planning officer Zafer Faqir told the hearing: 'The building permit was granted for keeping horses and stables would be part of it, leaving them away from the elements.

'But it was the extra stables that were problematic, because of the impact of the unauthorized stables on the green belt itself.
'The country that is subject to enforcement message is referred to as green belt and in normal English, the type of development is very limited compared to cities or something.
'The notification was served for a violation of the planning check, because there was an unauthorized erection of a stables block and a block -concrete pillow.
'The defendant had to block the stables and break and remove the concrete base of the stables and remove all materials.
'The other notification was due to a stationary residential caravan, hard -standing and the installation of utilities.
'Miss Dale has subsequently appealed to both notifications and both rejected.
The second notification was lodged after the appeal, but the other – which relates to the stables block – is not paid.
“I had visited the site to see that the notification was complied with. I could see that the notification was not complied with.

'On January 25, 2024, I wrote to the suspect per e -mail to give her attention that the notification had still not been complied with and had to be complied with. L also made a follow -up visit in February 2024. One of the stable blocks is still standing. '
He added: 'Development does not work on a punitive basis. Where we consider it appropriate to take action where damage has been caused.
'That determines whether we will probably take action. In a case like this, officers would have established as part of the enforcement message or permission could be granted with the attached conditions.
'Conditions can be used to make developments acceptable, but when the conditions cannot ignore the damage that we naturally move to refuse them.
'The planning inspector would have listened to arguments from both parties and came to his own conclusion as to whether the building permit should have been granted.
'As far as I know, she is the one who has had all the active involvement. She has been the driving force with the development on the spot. '
