Plans to build the longest ski area of Groot -Britain in an expired mine area were put on ice after the council's objection.
The proposed £ 300 million recreation resort would include luxury hotels, lodges and the longest indoor snow center in the UK in one of the poorest cities in Great Britain.
The plans would make the Multi-run indoor ski area one of the largest of its kind in the world and possibly be used as a basis for Team GB Winter Olympians.
A site of 575 hectares south of the Beacons National Park was reserved for the plans, including the construction of three hotels and 30 forest lodges in 2021.
But the daring plan to make Merthyr Tydfil in Wales, St Moritz went downhill after planners have recommended it for refusal.
The location, visual and ecological impact of the scheme, which would include the longest ski slope of the UK at 500m (1,640 ft), have expressed concern among Merthyr Tydfil Council officers.
There would also be no fewer than 418 hotel rooms, up to 30 lodges and possibly 830 parking spaces.
Developers Marvel LTD say that the attraction was approved by GB Snowsport and Snowsport Cymru Wales, who said they wanted it to be an Olympic and Elite Athlete Training Hub.

The site, Rhydycar West, was used for the heavy industry with the remains of my operation, loot tips, channel and rail functions that are still on site.
Planning officials say that there are planned old monuments and a building of the degree II on the site, which is part of the Merthyr Tydfil landscape of excellent historical importance.
A network of public rights of Doorweg crosses the site and to the surrounding area.
A farm has been presented as an off-site compensation for ecological loss that cannot be provided within the site.
In total there are 141 letters to support the application and 23 objections sent to the council.
Proponents pointed to economic benefits, including the creation of jobs, training opportunities and more tourists.
They emphasized the benefits of the supply chain and the possibility that the attraction will send further investments to the area.
The planning report outlined concern about the proposed development because of the planned location, sustainability, scale, impact on vision and ecology and the conflicts with national and local planning policy.

The council report said: “On balance sheet would not outweigh the potential economic and social benefits, including creating employment, important private investments and improved leisure facilities against the damage identified to the important ecological and landscape value of the site.”
But a spokesperson for the project said earlier that civil servants had spent the time preparing 'reports and surveys' and responded to requests from civil servants for more information.
He said: 'We are and continue to work closely with Merthyr Council and other stakeholders in connection with the planning application.
'Our team is aware of the considerable anticipation and excitement around the Rhydycar West project, a feeling that we are heartily sharing.
“We are also looking forward to completing the planning process as quickly as possible.”
The application will go for the Planning Committee of the Council on 12 March.
