A spokesperson for the Scottish government said: 'The salaries of NHS Scotland -chief executives are independently assessed and reflect their role as leaders of complex organizations in the public sector that offer essential services.
“The guidelines are clear that the wage ratio between the Chief Executive and Median Staff salaries, although not a determining factor, must be recognized when developing or revising the salaries of main leaders.”
