Nobody would accuse health secretary Neil Gray of the most dynamic politician.
Promoted and from his depth, Mr Gray is sitting on the SNP benches in Holyrood and wears a look of fearful confusion, as if he is trying to complete a rudimentary sum in his head.
In public, the health secretary is hesitant and awkward and it never seems to be close to control over his assignment.
He lacks trust for a very good reason; In the year since he was succeeded in John Swinney's cabinet in John Swinney's cabinet, Mr Gray has amply demonstrated the unsuitability for the vital position he holds.

If life was not difficult enough for our unfortunate health secretary, the case of nurse Sandie Peggie made it considerably more.
Mrs. Peggie, a nurse with more than 30 years of intact service, is currently one of the most spoken people in the United Kingdom after launching claims of discrimination and intimidation against NHS FIFE and Trans Doctor Beth Upton.
After he complained that the Health Board had violated the Employment Act by Dr. Upton to use a female dressing room, Mrs. Peggie was suspended from the work she has devoted her adult life.
Two weeks of the hearings of the tribunal have thrown the most breathtaking details about the way in which the nurse was treated because of the courage to ask that her legal right to a single sex -changing space is being maintained.
We have heard that senior employees of NHS FIFE immediately the side of Dr. Upton took, in the conviction of the accusations against the nurse of unprofessional behavior, we have heard evidence that Dr. Upton – who switched three years ago, is “biologically feminine” – and we 'Ve has received the very strong impression that NHS Fife will be run by idiots.
There will be two weeks of tribunal hearings in July after the failure of NHS Fife and Dr. Upton To offer essential paperwork on time, forced a delay in the procedure.
In the meantime we have learned – before the Tribunal has concluded – that NHS FIFE was planning to continue on Friday of this week with a disciplinary hearing against Mrs. Peggie.
Let's really enjoy its stupidity: NHS Fife thought it was appropriate, while the tribunal is going on, to take his own independent view of whether Sandie Peggie deserves to lose her job to ask not to be forced to make a one Share dressing room with a trans with a trans woman.

That hearing will not continue now and many experienced lawyers have spoken to suggest that NHS Fife has now opened, thanks to the dizzying foolishness of its leadership team, for a further claim for compensation from Mrs. Peggie.
No matter how much I am the way in which NHS Fife is wasted for two years, countless thousands of pounds that defend the indefensible, I sincerely hope that Mrs. Peggie every attempt to settle.
She has been humiliated and tormented by non -thinking bureaucrats whose spirit has been added by the disturbed advice of transactivist groups that – largely funded by the Scottish government – have bullied for years to bully public bodies to bow to their requirements, even when the law had must prevent them to do this.
Mrs. Peggie deserves justified and those managers who have treated her so cruel deserve the humiliation that comes on their side.
Moreover, the rest of us have the right to know exactly how things have become.
The Sandie Peggie case is clear and easy to understand. Because the heart is a simple question: “Must – as the law is on – Sandie Peggie is provided by NHS Fife a single sex -changing space or do you have to allow Dr. Upton, who is a biological man, to undress in addition to women? “
You, just like me, regards it as madness that we have reached this stage, but we now live under the legacy of former Prime Minister, Nicola Sturgeon, a monomaniac transactivist whose contempt for feminists against men in women's spaces her political undo.
Mrs Sturgeon is the woman of yesterday, a rather pathetic figure, who gives interviews in which she desperately tries to rewrite her own history.
There is no need for someone on the SNP front bank to continue with the gender madness that is so enthusiastically surrendered by their former leader.
When the SNP proposed changes to the Gender Recognition Act, so that transgender people in self-ID, Scottish work were drawn up behind its political opponents.
Both parties, supposedly of the “progressive” links, treated feminist campaigners against the reckless change in the law as Bigots.
Perhaps the Sandie Peggie case helped to focus on the Scottish workers' ranks. After a period of silence, both leader Anas Sarwar and the Scottish secretary Ian Murray have finally found the courage to say something about what happened in NHS Fife.
Mr. Sarwar insisted that he “had always been clear” spaces of single-sex should be provided where necessary.
“Not a nurse,” he said, “should ever be confronted with disciplinary measures to refuse to share a dressing room.”
Mr. Murray, added – as if the fingerprints of Scottish Labor were not lubricated in this extreme fiasco – that it was time for the Scottish government to “clean up the pure mess that they made of this whole issue”.
I welcome the shamelessness of Messrs Sarwar and Murray.
Perhaps over time they accept the responsibility for the fault of their party in a culture in which women are abused and taxed because they have insisted that sex is real.
Maybe they will even apologize for leaving women about this issue.
But neither Mr Sarwar nor Mr. Murray can do anything about what went so much wrong in NHS Fife. The power to act in the case of Sandie Peggie lies with Neil Gray.
The health secretary does not have to remain silent here. Indeed – given the rising costs and the revelation of horrible details about the behavior of NHS Fife Management – I believe that Mr Gray has a moral obligation to offer at least an opinion.
If Mr. Gray thinks that the way Sandie Peggie has been treated, it is fine (and legal), then he must remain silent in all respects and allow voters to form their own view of whether he is a man of any substance is.
But if he – like so many of us – feels that the nurse is the victim in all this, Neil Gray must say that.
And then he has to order the preparation of P45s for every member of the Senior Management Team of NHS Fife.
