Air quality in ‘severe plus’: GRAP-4 imposed in Delhi-NCR; what is allowed and what is not | India News – Times of India

Considering the severity of air pollution, the CAQM has imposed a ban on truck entry and a temporary halt on construction of public projects.
Delhi’s daily average AQI clocked at 441 today, rising further to 457 at 7 pm today.
This decision was taken after an emergency meeting of the GRAP sub-committee on November 17 after a thorough review of the current air quality indices, weather patterns and projections provided by the India Meteorological Department (IMD) and the Indian Institute of Tropical Meteorology (IITM). . Earlier, the subcommittee had implemented the measures of Phase I, Phase II and Phase III on October 14, October 21 and November 14 respectively.

Delhi Environment Minister Gopal Rai will hold a meeting with the HoDs of all concerned departments at the Delhi Secretariat tomorrow at 12 noon for effective implementation of GRAP-IV in Delhi.
Key Restrictions under GRAP-4 in Delhi-NCR
- Stop entry of truck traffic into Delhi (except trucks carrying essential goods/providing essential services). However, all LNG/CNG/electric/BS-VI diesel trucks will be allowed to enter Delhi.
- Do not allow LCVS registered outside Delhi, except EVS/CNG/BS-VI diesel, to enter Delhi, except vehicles carrying essential goods/providing essential services.
- Enforcing a strict ban on plying of Delhi-registered BS-IV and below diesel-powered medium vehicles (MGVs) and heavy goods vehicles (lorries) in Delhi, except vehicles carrying essential goods/providing essential services.
- Ban construction and demolition activities, as in the GRAP phase III, also for linear public projects such as highways, roads, flyovers, bridges, electricity transmission, pipelines, telecommunications etc.
Public health and school safety measures
- The NCR State Government and GNCTD may take a decision on discontinuing physical classes even for Classes VI – IX, Class XI and conduct classes in an online mode.
- The governments of the NCR countries/GNCTD must take a decision on allowing public, municipal and private offices to operate at 50% of their strength and the rest from home.
- The Central Government may take appropriate decisions on allowing work from home for employees in Central Government offices.
- State governments may consider additional emergency measures such as closure of colleges/educational institutions and closure of non-urgent commercial activities, allowing vehicles to operate on odd-even number plate basis, etc.
- Citizens can be urged to adhere to the Citizen’s Charter and assist in the effective implementation of the GRAP measures aimed at maintaining and improving air quality in the region, in addition to the Citizen’s Charter of Phase I, Phase II and Phase III. as under: Children, the elderly and people with respiratory, cardiovascular, cerebrovascular or other chronic diseases to avoid outdoor activities and stay indoors as much as possible.
