However, the 22-year-old is valued at over £50million and Arsenal are looking to pay around £35million. They have also asked about Moussa Diaby at Bayer Leverkusen and Yerry Pino at Villarreal, but Neto is keen to join if a fee can be agreed.
Arsenal have been in talks with agent Jorge Mendes about the Portugal international for some time and hope a deal can be reached.

Mendes is highly regarded by the Wolves hierarchy, although talks with the two clubs would have been separate.
Wolves is said to have no intention of selling the 22-year-old this summer, while the winger also signed a contract extension in March, leaving him locked in until 2027.
The asking price can price the Gunners away from a move.
The attacker has started all three of Bruno Lage’s opening games in the Premier League, with Wanderers remaining scoreless.

Neto has been a key figure since his arrival from Braga in 2019, making 95 appearances for Wolves, scoring 23 goals.
Potential suitors for Neto, however, have been given hope after Wolves signed forwards Goncalo Guedes and Matheus Nunes this summer.
Wolves’ asking price for the winger remains unclear, but the Gunners will be limited with their finances following the arrival of Gabriel Jesus, Oleksandr Zinchenko and Fabio Vieira.
Meanwhile, Arsenal held further talks with Nice on Monday over Nicolas Pepe’s proposed loan to Nice. Arsenal right-back Brooke Norton-Cuffy, 18, has been loaned to Championship team Rotherham for the season.
