Centre asks inquiry commission to submit report on Manipur violence by November 20 – Times of India
New Delhi: The Centre on Friday set a final time limit for the proceedings of the Commission of Judge Ajai Lamba established in June last year to investigate the causes and associated factors of the ethnic violence which broke out in Manipur on May 3, 2023and requested her to submit her report by 20 November.
Amendment to the notice of 4 June 2024 establishing the three-member commission of inquiry — which also includes retired IAS officer Himanshu Shekhar Das and former IPS officer Aloka Prabhakar — ministry of internal affairsIn a new notice issued on Friday, it said: “The Commission shall submit its report to the Central Government as soon as possible but not later than 20 November 2024.”
In the original notification, the term of the commission was limited to six months. However, the order to regulate the proceedings of the commission was issued only on August 9, 2023 and notified by the Government of Manipur on August 26, 2023. The proceedings of the commission have since been extended well beyond the six-month period, even as Manipur continued to witness violence.
The Commission, as per its mandate, is tasked to investigate the causes and spread of the violence and riots targeting members of various communities that took place in Manipur on 3 May 2023 and thereafter. The Commission is intended to trace the sequence of events leading to the violence and all facts pertaining to the violence and to identify any lapses or dereliction of duty on the part of the responsible authorities/persons.
The panel will also review whether the administrative measures taken to prevent and address the violence and riots are adequate.
The Panel was mandated to investigate complaints or allegations submitted to the Commission by individuals or associations.
While the Centre had set a six-month deadline for the committee to submit its report, it had indicated that it could submit interim reports on any matter it considered necessary.
