Rai is also seeking immediate approval for cloud seeding to produce artificial rain as a pollution control measure.Criticizing the central government, Rai said, "BJP Environment Minister is asleep due to Delhi government's repeated request to call an emergency meeting in view of the serious pollution situation."He further challenged the central government's inaction and stated, "If the central government cannot act, their minister should resign."Rai also called for the implementation of the Graded Response Action Plan (GRAP) across North India, alleging violations of the plan in BJP-led states.
