TikTok is considered one of the world's most popular social media platforms, with more than 1.5 billion users.
The app was also concerning to government officials, who believed the connection to China would be risky to national security.
President Donald Trump tried to ban TikTok in 2020 due to the risk and signed an executive order requesting that its parent company, ByteDance, no longer be associated with the app.
The order was blocked and reversed by the Biden administration in 2021.
Another bill proposing the ban on TikTok or the sale of apps to an American company was proposed in March 2024, which former President Biden signed a month later.
The law was upheld by a federal appeals court panel in 2024, and the Supreme Court unanimously did the same on January 17.
The app was shut down for some TikTok users on January 18, and after going into effect on January 19, service was restored the next day.

Several well-known figures have already expressed public interest in purchasing TikTok from ByteDance.
YouTube celebrity MrBeast declared his interest in buying TikTok and announced that he and other investors are officially bidding for the app.
“TikTok, we mean business… We have an offer ready for you, we want to buy the platform… Let me save this platform TikTok,” MrBeast pleaded in a January 16 video.
Businessman Frank McCourt and Shark Tank star Kevin O'Leary have also expressed interest in buying the platform.
