A new £ 3 million road schedule that is being introduced to ban cars from a main street to the rush has branded a 'farce' after hundreds of motorists ignored it on the first day.
Labor Council Chiefs spent four years coming up with plans to combat traffic on an inner -city road and to improve air quality.

'My view of it is when congestion causes side roads when not everyone is aware of it, when everyone knows it and it is in force, that congestion will make worse.
“The council has already made a decision and I do not agree at all.”
Tyler Jones, owner of Flagship Coffee in the High Street, was one of those who watched the 'hundreds' of cars that deposited through the closure.
The 24-year-old said: 'I don't think the process closure is strongly marked or indicated.
'I don't understand why they did not do the process in the spring or summer. It would encourage people to the area.

“But I don't think the closure will chase people away.”
A resident, who did not want to be called, also saw the scene unfold.
They said, 'The cars just seem to drive normally.
“Nobody even seems to be hesitant.
'Your options are very limited. You have to do a U-turn or go off a road that you are not familiar with. '
A resident of Southampton, who spoke online, said: “Every day a different story of total incompetence and waste of taxpayers money.”
Another local said online: “If they don't punish all these drivers, it is unfair on the legal motorists who go the long way, they must be fined unless we have two frills?”
Last year, hundreds of campaigners went on the streets of Southampton to protest against the scheme, which they fear would create a detour of a mile for 12,000 drivers.
