Axel Rudakubana should have been treated as a terror threat after a fascination in the bomb attack on the Manchester Arena and mass busts, according to a government review.
The Southport murderer was sentenced to life imprisonment with a minimum duration of 52 years for the murder of Alice da Silva Aguiar, Nine, Bebe King, six, and Elsie Dot Stancombe, Zeven, in a Taylor Swift-theme dance class on July 29 last year .
He also tried to kill eight other children, who cannot be called for legal reasons, as well as class -instructor Leanne Lucas and businessman John Hayes.
Three separate references were made to prevent Rudakubana's behavior in the years before the attack, as well as six separate calls to the police.
Security Minister Dan Jarvis MP today told MPS that Rudakubana had already discussed the bomb attack on Manchester Arena and stabbed people when 'prematurely' appeared.
He spoke as an assessment of his occurring case, published by the Home Office this afternoon, concluded that officers for the fight against terrorism were wrong not to escalate his case as a potential terror threat.

'His involvement in an ideology was unknown and this work should have been carried out under the umbrella of the channel and the case referred to the Dovetail channel coordinator to complete the multi -ferency information.
“This would have enabled multi-agency partnership to discuss the matter in the context of AMR's vulnerability to be attracted to terrorism.”
Mr Jarvis addressed the commons today and accepted that the prevent of Rudakubana was 'closed prematurely'.
He said to MPs: 'We must prevent well. That is why the Home Office and the fight against terrorism policy commissioned by a fast learning review immediately after the attack gave commissioned.
'These are usually internal technical assessments that are intended to quickly identify learning and improvement for appearance, but the importance of the families who need answers has led to the unusual step to take the unusual step today, after meticulous involvement in the families prevent the learning assessment.
'I can update the house that the perpetrator was referred to prevent three times between December 2019 when he was 13 and April 2021 when he was 14. Those references were made by his schools.

Jarvis described how Rudakubana was interested in the bomb attack in Manchester Arena in 2016 who killed 22 people and had spoken with others about stabbing people.
The Minister of Security said that too much emphasis was placed on a lack of an ideology behind the interests of Rudakubana, which meant that he was not placed further by the Prevent program.
“The assessment concluded that too much focus was on the absence of a separate ideology, at the expense of considering the sensitivity, grievances and complex needs of the perpetrator,” he said.
“There was a subdivision of the meaning of his repeated references and the cumulative risk, including his history of violence.”
Mr Jarvis added: 'The general conclusion of the assessment is that he should have been managed case via the multi-agency process channel, rather than closed to prevent. This would have been able to coordinate risk management and support of multiple authorities. '
The minister said that the government had accepted all 14 recommendations by the assessment.
He said that this terror police have visited all areas throughout the country to see if the issues of outstanding issues have been identified in the report.
Mr Jarvis also revealed that the government started an internal assessment of the common thresholds, which will be completed in April.

The minister said that a separate investigation into the murder in 2021 of Southend West Conservative MP Sir David Amess would be released next week.
And he has promised the government to prevent future independent learning assessments from being evaluated into incidents of national importance.
“Transparency and making public control possible is also fundamental, and that is why we will take steps to publish the findings of other independent learning assessments, with an incident of national significance,” Mr. Jarvis MPS said.
“Next week we will publish the Prevent Learning Review in the terrible attack in Sir David Amess, to make further public control of this important program possible.”
It is currently voluntary to participate in the Prevent and Channel programs, but Yvette Cooper has said that the government will introduce new terrorists for young people who refuse to come into contact with them as part of the upcoming crime and police law.
Children as young as 10 can be limited to use the internet under the new youth reursing assignments, or are confronted with a great and community sentence of up to six months, the Times reported.
Others aged 18-21 will be confronted for a maximum of two years in prison for violating the order, it added.

The head of the police policy for the fight against terrorism, said Matt Jukes, said about the assessment in the handling of Rudakubana before his attack: 'We have taken the unprecedented step to publish the assessment.
'It describes decisions that are currently in accordance with policy, in a system that was not equipped to tackle emerging risks that were very different from what it was built.
'In this case there were at least 15 contact points with public services- health, education and social care systems and the police.
“We want to see a system where each of those contacts has, and where the sum of all is seen together as the red flag it should be.”
Mr Jukes said that cases where young people are attracted online to extreme violence, combined with mental health and social challenges, should have 'a clear home' instead of being passed on between organizations.
