Axel Rudakubana should have been treated as a terror threat after a fascination in the bomb attack on the Manchester Arena and mass busts, according to a government review.

The Southport murderer was sentenced to life imprisonment with a minimum duration of 52 years for the murder of Alice da Silva Aguiar, Nine, Bebe King, six, and Elsie Dot Stancombe, Zeven, in a Taylor Swift-theme dance class on July 29 last year .

He also tried to kill eight other children, who cannot be called for legal reasons, as well as class -instructor Leanne Lucas and businessman John Hayes.

Jarvis described how Rudakubana was interested in the bomb attack in Manchester Arena in 2016 who killed 22 people and had spoken with others about stabbing people.

The Minister of Security said that too much emphasis was placed on a lack of an ideology behind the interests of Rudakubana, which meant that he was not placed further by the Prevent program.

“The assessment concluded that too much focus was on the absence of a separate ideology, at the expense of considering the sensitivity, grievances and complex needs of the perpetrator,” he said.

“There was a subdivision of the meaning of his repeated references and the cumulative risk, including his history of violence.”

Mr Jarvis added: 'The general conclusion of the assessment is that he should have been managed case via the multi-agency process channel, rather than closed to prevent. This would have been able to coordinate risk management and support of multiple authorities. '

The minister said that the government had accepted all 14 recommendations by the assessment.

He said that this terror police have visited all areas throughout the country to see if the issues of outstanding issues have been identified in the report.

Mr Jarvis also revealed that the government started an internal assessment of the common thresholds, which will be completed in April.

The minister said that a separate investigation into the murder in 2021 of Southend West Conservative MP Sir David Amess would be released next week.

It is currently voluntary to participate in the Prevent and Channel programs, but Yvette Cooper has said that the government will introduce new terrorists for young people who refuse to come into contact with them as part of the upcoming crime and police law.

Children as young as 10 can be limited to use the internet under the new youth reursing assignments, or are confronted with a great and community sentence of up to six months, the Times reported.

Mr Jukes said that cases where young people are attracted online to extreme violence, combined with mental health and social challenges, should have 'a clear home' instead of being passed on between organizations.
