Pat Mcfadden, the Chancellor of the Duchy of Lancaster, warned senior officials that they are being held 'responsible' for their expenditure of taxpayers.
As part of a more difficult performance policy, bosses of civil servants will have to demonstrate that they make efficiency within their departments.
They will also have to meet new collective performance standards, as well as their own personal objectives, according to the stricter rules.
Chancellor Rachel Reeves has told Whitehall Departmants to find 5 percent savings in their budgets prior to her spending evaluation, which will be closed in June.
She is currently attracting to balance the books – and meets her own tax rules – on her spring statement next month, amidst warning that its 'tax headroom' was wiped out by low growth and higher loan costs.
The Chancellor distributed around £ 70 billion a year in additional expenditure on her autumn budget.
Senior officials who do not meet the minimum standards below the new performance policy are placed on a performance development plan.
This can then lead to dismissal if their performance does not rise to the required level.
But the heavy conversation of the government risked a new battle with trade unions, which warned of a low moral in Whitehall, as well as personnel hiring and retention problems.

Dave Penman, general secretary of the FDA Union, who represents officials, said: 'Sometimes ministers think they should look like they are hard for the civil service.
'Instead of thinking about how you can actually continue and rule, motivate and lead to the civil service to deliver the country.
'All evidence shows that it is morally low, they have a huge recruitment and retention problem and the wage is low compared to the private sector.
“That doesn't solve you because of this type of rhetoric. You solve this by tackling issues such as reward and giving clear ministerial leadership. '
Mr. McFadden introduces the reinforced performance policy after using a speech in December to set out his plans for the reform of the Whitehall.
He said: 'To deliver our plan plan, we must reform the state to make it more agile and more modern, so that we can transform the public services that people trust every day.
'Taxpayer Money is the core of all the decisions made in the government, and the public must be convinced that we spend every pound of their money well.
'It is vital that senior leaders are not only encouraged, but are held responsible for this.
'We need them to build productive and well -performing teams, to deliver our plan to put more money in the pockets of people, to get the NHS back on the move and to rebuild large -Britain.
'We will introduce new checks to identify and tackle poor performance where we find it, and to recognize the good work of senior leaders in the entire civil servant.
“This is the next step in our plan to turn the civil service into a world leader, equipped with the tools to take in some of the biggest challenges that we are confronted with today.”
