The move is intended to tackle the 'persistent absence crisis' in the British schools, the source said.
Councils and Trusts are then expected to explain an action plan to improve the presence.
The Ministry of Education will also follow on a daily basis of attendance data to see 'in live time' which children are not at school on which days.

It is intended to use the data to understand why some schools are doing worse than others.
A government source said: 'The State Secretary will not tolerate some schools that buy out when it comes to a bad presence when others do well – she will get the hand and solve the problems at the source.
“We will use a maximum of minute data to understand problems in wrestling schools and to control struggling schools, sharing best practices of better artists to stimulate improvement in the system.”
It is among the warnings that Mrs Phillipson's reforms can jeopardize 16,000 educational jobs.
Bill of children and schools, including provisions to change the law to ensure that all teachers or work on achieving qualified teachers' status (QTS).
But it does not make it clear whether it applies to teachers who are already in classrooms. Government sources indicated that 'non -qualified' teachers who are currently in the position would not lose their job as a result of legislation.
