There have been calls that litterers are being punished with penalty points on their licenses if they are caught on waste from their cars or fly-tipping.
Former Tory chairman Baroness Warsi and campaign group that clean up Great Britain are the issue.
The volunteers of the group installed 87 cameras in 19 provinces to film drivers who dump waste that are then shared with local authorities to help them hand out fines.
The baroness said that 'draconian action' is needed and wants to fines more seriously.
She also wants drivers to receive three penalty points in their driving permits when they are caught dumping litter.
She also supports the implementation of license plate recognition that links the packaging to buyers to find out who thrown it.
“People think this is a crime where they are not caught,” she told The Times.

Last month, two men were caught on the camera who ignored the traffic that passed them on a busy road, while forcing an entrance into an eco-park before their henchmen rides up with two full trucks of waste.
The men were admitted to the darkness in the night of January 10 outside the small forested area that is the source of the Roxbourne River.
The gate to Newton Farm Ecology Park was already wide open, but it was still not big enough to place the trucks that were lurking until the two men got a part of the frame.
Harrow Council shared the 'disgusting' video in an attempt to identify the 'shameless and irresponsible' duo.
The Council confirmed that investigations were underway to find the fly tippers, but they had issued 'three fixed fines for breaching the duty of care of households'.
They are the newest perpetrators whose dumping antics are emphasized by the 'Wall of Shame' of the council on YouTube.
“Our cameras have caught perpetrators and we need your help in identifying them,” the council wrote while it launched the site in October last year.
“Fly-Tipping is not only disgusting, it is a criminal offense and is performed by those who have no respect for their neighborhood and the people around them.”
“It will also help send a strong message to someone else who thinks this behavior is OK.”
