A tragic two -year -old girl who was beaten dead by her mother's new boyfriend and then turned in a buggy was 'invisible' for the authorities, found a review.

The lifeless body from to Isabella Jonas -Wildon was moved for days before someone realized that she had died – with the horror on CCTV.

Earlier in the month – despite the summer weather – she wore a winter coat, pulled the hood tightly to her head to hide her injuries.

And in mid -June she had two black eyes and was made to wear sunglasses wherever she went.

Towards the end of the month she was dead – still drove around. Her mother and her friend stacked shopping bags on her corpse and went to the pub.

She was found in a closed bathroom in a residential complex in Ipswich in June 2023.

A post -mortem discovered that she sustained injuries on her head, neck, trunk, limbs and back and traces of crack cocaine in her blood.

The small child also had fractures for both wrists, and a complex pelvic break probably caused by 'kicking or stamping'.

An embolism caused by bone marrow from her fractures that leak in her bloodstream, killed her.

A Damning Safeguarding Practice review showed that various authorities in four provinces – Central Bedfordshire, Hertfordshire, Norfolk and Suffolk – had contact with Isabella, her mother and partner. But opportunities to protect the child were missed.

Within a few weeks after the start of a relationship, Jeff and Gleason-Mitchell Bedfordshire left for East Anglia, where Isabella was subjected to weeks of abuse that led to her death

The horrible abuse happened in sight for her mother of the daycare center, the 24-year-old Chelsea Gleason-Mitchell.

It was said that she is a good mother for Isabella until she made contact with the old Vlam Scott Jeff, a drug treatment with a track record of offensive relationships and the words pure hell a tattooed about his knuckles.

Well -meaning strangers released their concern and at some point they were even spoken by a police officer before they accepted a room in a temporary housing unit run by the municipality in Ipswich.

Jeff kicked and hit the poor child repeatedly, forced her until she was sick and punished her to wet cold showers.

Even when she died, her mother didn't seek help. Had a friend not tipped the police who know what would have happened – the couple had discussed that buying a kick and burying Isabella's body in a forest.

Jeff, 24, was sentenced to life imprisonment with a minimum duration of 26 years after he was convicted of the murder of Isabella during a trial in December.

Chelsea Gleason-Mitchell, 24 years old, is a 10-year prison sentence for admitting, causing or allowing the death of a child.

Dr. Russell Wate, author of the assessment in the death of the child, concluded: “Isabella's voice or her experience was not seen at all in the past month of her life and not demonstrated in the actions of professionals.”

The assessment noted that agencies had surgery in 'silos' and were not focused enough on the child.

Dr. Wate noted that information was collected but not shared and 'there were no more authorities' – in particular during the last month of Isabella's life.

He described how – before her death in June 2023 – Isabella had become 'invisible' for the authorities.

Her body was found after a friend of Gleason-Mitchell had told the police that she had received a message from her and said that her daughter had died in her sleep three days earlier and was in a bathroom in her pram.

The friend Joanne Gardener did not know where Gleason-Mitchell was, but investigation by the police led them to the unit, operated by Ipswich Borough Council, said public prosecutor Sally Howes KC.

The police found room 15a at the unit was empty after the staff opened the door, but were greeted by a 'very strong scent' when the bathroom was unlocked and the body of Isabella found.

Gleason-Mitchell had left her kindergarten track in Bedfordshire and left with Jeff for Great Yarmouth, Norfolk, and told her sister that she “tried to get her head in the right place” and started her relationship with him again “.

The trio kept camping in a succession of hotels and holiday parks, even four days in a small tent on the beach in Caister-on-Sea, as they tried in vain to get the city council.

A 14-year-old boy who was a fellow guest in one hotel went to the room of the couple to roll a cannabis joint and saw Jeff Isabella's pram, and hit her around the face with his open palm that made her cry , said Miss Howes.

She added: “Chelsea Gleason-Mitchell witnessed this, but apparently did nothing and said nothing.” The teenager said he saw Jeff's mess in the shower and turned on the water.

The couple and Isabella were finally offered a place of the Ipswich Borough Council in the temporary housing unit of the East Villa.

Jury members heard how on June 19 on 19 June they were taking a train to Ipswich with Isabella with a puffa jacket and sunglasses to hide her black eyes apparently.

Voicenotities made by Jeff on his phone on June 21 showed him that he 'f *** ingrolled' that the toddler kept wet himself, despite his efforts in toilet training, he heard the court.

A video clip on the mobile of Gleason Mitchells in the early hours of 22 June showed Isabella 'lying immobile in her bed with two different black eyes'.

CCTV of the unit showed her repeatedly pushing around in her chair, with sunglasses with the hood up and hidden her head.

Images taken in the unit in the afternoon of 26 June, showed Isabella's legs and feet that moved into her pram, suggested that she was still alive.

Miss Howes said that it was believed that she had died later that day and that she was dead when later CCTV images were taken to push her in her chair.

The public prosecutor said that Jeff and Gleason-Mitchell had brought Isabella's body to nearby AppleGreen service station to buy a bottle of lemonade just after midnight in the night of June 26.

CCTV on the unit also showed that Jeff Isabella's body pushed in her chair with Gleason Mitchell 'smiling by his side' while going to the nearby Royal George Pub on 28 June.

The next day on 29 June they took her body to the city center of Ipswich in a bus, visited stores, including cash converters and cashbrazingen, where they bought X-box equipment and chargers.

Miss Howes added: “They put their purchases in a yellow plastic bag that they put in the pram on top of Isabella.”

She said that Gleason-Mitchell had offered Miss Gardiner a message that evening and confirmed the death of Isabella and said, “She stopped inhaling her sleep.”

Her friend urged her to go to the police, but Gleason-Mitchell replied that Isabella was 'covered with bruises' and black eyes, and they could not do this because they would get into trouble.

Instead, she said they were planning to bury her and “hope for the best that nobody would find her.”

The couple told other residents of the unit that Isabella visited her grandmother, but left her body in the bathroom and went into a taxi, again shopping in the city center of Ipswich and visited a pub.

They then caught a train to Bury St. Edmunds where they went to the JD Wetherpoon -Pub of the city. They were arrested on suspicion of murder in Bury St. Edmunds in the early hours of July 1.
