The police said that the shooting unfolded at 23rd and Spring Garden streets, less than half a mile from where Eagles players celebrated their victory on stage for the Philadelphia Museum of Art.
Early reports indicate that one of the victims was shot in the leg and was raced to the hospital by a huge crowd of parade.
Air images of CBS News showed an ambulance that tried to ride through a crowd of people.
It was expected that more than a million people would descend at Philadelphia for the celebrations on Friday.
It is not clear what led to the shooting or that suspects are in custody.
