Nulph is not the first serial rapist to receive a delay by the Oregon Parole Board.

Richard Gillmore was released from prison in December 2022 as a 'low' sex offender after admitting that he had raped nine girls in the Portland region in the 1970s and 80s.

Gillmore became known as the 'Jogger -rapist' because he chased his victims while he ran with their houses.

In 1987 a jury found him guilty of raping 13-year-old Tiffany Edens, his last known victim, in December 1986. The status of limitations on the eight other rapes expired, so officers could not try him for those crimes.

Edens, now in her fifties, led a campaign of demonstrators through the old city of Portland – where Gillmore will live on supervision until 2034 – and placed Flyers everywhere nearby who showed his face.
