'You have created a moment of enormous opportunity to reach a historic peace agreement.
'A deal that I think would be celebrated in Ukraine and all over the world. That's the price. But we have to do it well … It cannot be peace that rewards the aggressor or which encourages regimes such as Iran.
'We agree that history must be on the side of the peacemaker, not the intruder.
'So the bet, they could not be higher.
'We are determined to work together to deliver a lot. Today we discussed a plan to reach a peace that is difficult and honest. That Ukraine will help shape. This is supported by strength to prevent Putin from coming back for more.
'I work closely with other European leaders here and I am clear that the UK is ready to place boots on the floor and planes in the air to support a deal. Working together with our allies, because that is the only way peace will last. '
