The sister -in -law of the victim of a 'cannibal murderer' speaks out after she has received the devastating news that the murderer has been liberated from her family member.
Tyree Smith, 35, was not found guilty due to insanity after being accused of the brutal murder of Angel Gonzalez with an ax and eating parts of his body in December 2011.
Smith admitted the horrible crimes, but a panel with three judges decided in July 2013 that his history with a mental illness was eligible for the insane plea, and he was committed to the Whiting Forensic Hospital.
The Van Gonzalez family remained due to sadness and paralyzed with fear that the murderer would return one day.
So much so that the sister -in -law of Gonzalez, Talitha Frazier, said that she called the hospital several times a month for five years to ensure that Smith was still there.
She was littered with fear and thought she saw her brother -in -law's murderer on the street when he was in a psychiatric facility.
Frazier said that a secretary in the facility told her to stop calling and assured her that Smith would be under their care for a long time.
Then a few weeks ago Frazier's worst fears became a reality when the Psychiatric Security Review of Connecticut granted the conditional release of Smith.

Smith was sentenced to 60 years in a psychiatric hospital, but an assessment council stipulated in September 2023 that his auditory and visual hallucinations had stopped.
Doctors said Smith was a 'joy' to be in the neighborhood and supported the other patients.
They added that the Smith drug had 'stabilized' and he heard no voices in his head that told him to arouse violence.
Dr. Caren Teitelbaum, a forensic psychiatrist, told the assessment council that once Smith was stable, he had a 'calming presence'.
“I really believe that the voices in his head he hears tell him:” Tell the doctors that you don't hear us so that you can get out, “Frazier said the outlet. She added that she and her family feel like Smith, “beat the system.”
Frazier does not accept Smith's apology for killing Gonzalez, a homeless man who had let Smith entered the apartment in which he squatted to escape from the cold.

Smith Re -Integrates in society since September 2023 when he was placed in a group home on 'Temporary leave' from the hospital.
“Tyree Smith is a person with a psychiatric disease that requires care, custody and treatment,” the report describing his leave.

After his stay in the group home, the assessment council determined on 21 February that Smith was ready for a conditional release.
Although Smith is admitted to the community again, he will have strict limitations.
Psychiatric Review Board Executive Director Vanessa Cardella told the CT Post that conditional release is not 'considerably different' of temporary leave, with the only difference that the patient has been dismissed from the hospital.
“The status of temporary leave and conditional release always includes very high levels of supervision, limitations and support to guarantee both the safety of the community and the well -being of acquittal, the mission of the Psychiatric Security Review Board,” she explained.
However, the doctors admitted during the hearing that it is vital for Smith to stay in his medication, and he could again become a danger to society if he goes off.
