The non-profit organization says that it was founded by the congress in 1984 as an 'independent non-profit corporation', and does not meet the American code definitions of 'Government Corporation', 'Government-driven company' or 'Independent Establishment'.
The Institute has been in Doge's Crosshairs after an executive order of 19 February, entitled Starting the reduction of federal bureaucracy, called for the 'dramatic' contraction of the federal government.

President Donald Trump went after the organization and a few others in an executive order of February 19, who aims to reduce the size of the federal government.
The order was also focused on the Inter-American Foundation, the United States African Development Foundation and the Presidio Trust, and said that they “should be eliminated to a maximum extent in accordance with the applicable legislation,” the outlet reported.
Since then, the administration has switched to fire and canceling programs with some of those organizations.
The African Development Foundation, which also tried in vain to prevent DOGE -employees entering her offices in Washington, went to court, but a federal court ruled last week that the removal of most subsidies and most employees would be legal.
