The young boy was found on Thursday by a member of the audience in Newport in Newport.
They called the police, who attended the stage in Temple Street in the Pilmolen area.
The Gwent police said in a first statement that they had taken care of the young person, while they talked to his parents to determine what was happening.
The armed forces have since confirmed that they have not identified any criminal offenses and the child has been reduced to the care of his parents.
The toddler is supposed to be about two or three years old.
Reports about social media claimed that he only wore diapers and held a small ball, reports South Wales Argus.
It was also claimed that he is non-verbal, the news exit added.
