He then hits the rear window with the lock before he waved him to another man trying to approach him while standing next to the car.
The man who holds bicycle locking can be seen in dark pants, a navy jacket and wears a backpack.
The incident is said to have taken place in Elephant and Castle in London last night.
It is not clear what happened before the incident, but a bicycle can be seen on the road between the car and a bus.
Several members of the audience can be seen around the car while the cyclist seems to chase a man around the car.

In a message on X (formerly Twitter), David Ross wrote: 'All retweets to help @metpolicuk to find this dangerous man who attacked my son and his car with his bike locking would be greatly appreciated.
'Thank you in advance. The incident took place last night in Elephant & Castle. '
The Metropolitan Police responded to the post and said: “Please dm us, thank you.”
