While Luigi Mangione is confronted with life in prison because he would have killed a CEO of a health insurance policy, a radically new California stemnap with his name could increase the entire American health care system.
Just a few months after Mangione reportedly shot the Richard Thompson of the Unitedhealthcare CEO on a sidewalk in Manhattan, Golden State activists and legislators quietly push a ballot initiative.
It proposes radical restrictions on health insurance companies, which means that violence is dangerously legitimized as a form of political protest.
The proposed law, officially submitted to the office of the attorney general of California, is called the Luigi Mangione Access to Health Care Act.
It would make it a crime for insurance companies to “delay, refuse or change a medical procedure or medication or medication” that is recommended by a doctor if the outcome could lead to death, malformation, disability or even “loss or reduction of a physical function”.
The draft measure, now under the official assessment, would reform how health insurers work in California. Under the proposed law:
- Only licensed doctors could determine the validity of a denial or delay in treatment.
- It would be a crime for insurers to hire non-doctors to revise doctors' recommendations.
- If insurers deny care, they must prove – through clear and convincing evidence – that the refusal would cause no damage or death.
- Consumers would be given the right to sue insurers, earning back that high compensation – three times actual damage – as well as lawyers' fees.

In short, the radical measure would effectively eliminate the capacity of insurers to control costs or to question medical recommendations, unless they can do this under extremely high legal thresholds.
It was December 9 when Mangione was arrested in Altoona, Pennsylvania after a national manhunt.
Two weeks later he was sued in Manhattan van Moord as an act of terrorism, after reporting stalking and deadly from the UnitedHealthcare CEO Richard Thompson outside of an investor conference on December 7.
Mangione, who is not guilty of 11 federal and national charges – including terrorism, murder and arms violations – has become a disturbing folk hero for a small but vocal segment of Americans furious about refused claims, medical bankruptcies and enveloping healthcare costs.
In the weeks after the shooting, social media pages Lionising Mangione set as a 'saint' with fan -art, hashtags and crowdfunding campaigns that encouraged people to support his legal defense.
Some corners of the internet began to refer him 'the saint of health care justice'.
The alleged attack by Mangione caused deep unrest by boarding rooms throughout America.
Executives reported a strong increase in personal threats and some companies started to increase security at shareholder events and medical offices.

In the aftermath of the arrest of Mangione, public opinion polls revealed that a majority of Americans believe that health insurers share some debt for the frustrations and tragedies that patients experience when care is refused.
For now, the Mangione Act is at an early stage. The office of the attorney general of California is investigating the language and will make a final title and summary before a signature meeting can begin.
A public comment period is open until 25 April, giving Californians the opportunity to weigh.
If the measure knew the title and a summary obstacle, the supporters of the backers must collect hundreds of thousands of valid signatures to be eligible for the ballot for the November 2025.
