Non-creamy layer cap up to Rs 15 lakh for scholarships: Maharashtra to Center
MUMBAI: The state cabinet on Thursday decided to send a recommendation to the Center to improve the non-creamy layer income ceiling for OBCs from Rs 8 lakh to Rs 15 lakh per annum.
The Cabinet decided to promulgate an ordinance to grant legal status to the Maharashtra State Commission for Scheduled Castes. The ordinance will be submitted for approval at the next meeting.
To benefit from OBC reservations and schemes, a non-creamy layer certificate is mandatory, which is currently fixed at a family income limit of Rs 8 lakh per annum. This means that a person from the OBC community cannot benefit from government schemes if his family income is above that limit.
During the Budget session in July, OBC Welfare Minister Atul Save said the government would send a proposal to the Center to increase the limit for the creamy tier to Rs 15 lakh. The income limit is fixed per personnel department and training of the Center’s personnel ministry.
Save had said that due to the increase in government salaries after the 7th Pay Commission, salaries of government employees had increased. As a result, many were unable to benefit from the scheme intended for the community, and their children were unable to apply for reservations and scholarships.
Community leaders say a higher one income limit is necessary. “For the past three decades, the limit has remained at Rs 8 lakh per year. This should be increased to at least Rs 30 lakh per year,” said OBC Jan Morcha leader Chandrakant Bavkar.
