Vaughan Gething became the first black person to lead a national government in Europe on Thursday, a day after he was elected first minister of Wales.

Speaking to the Welsh Parliament, Mr Gething, who was born in Zambia, noted the historic nature of his election in a country where almost 94 percent of the approximately three million inhabitants are whitegovernment data shows.

“It is a matter of pride, I believe, for a modern Wales, but also a huge responsibility for me and one that I do not take lightly,” he said. “But today we can also expect a depressingly familiar pattern to emerge with abuse on social media, racist statements disguised with polite language, and people questioning my motives. And yes, they will still question or deny my nationality, while others will wonder why I am playing the race card.”

To those critics, Mr Gething said: ‘It’s very easy to not care about your identity when your own identity has never been questioned or held back. I believe that the Wales of today and tomorrow will belong to all those decent people who recognize that our parliament and government should look like our country.”

Gething, 50, was narrowly elected leader of Wales’ ruling Labor party this week and was subsequently elected first minister by the Senedd. He also received approval from King Charles III, a ceremonial administrative step.

Mr Gething’s appointment as First Minister of Wales means that for the first time none of the UK’s four governments will be led by a white man. Prime Minister Rishi Sunak of Great Britain is of Indian descent, and Humza Yousaf, the Prime Minister of Scotland, is of Pakistani descent. Michelle O’Neill became First Minister of Northern Ireland last month.

Mr Sunak’s government oversees the running of the civil service and government agencies and makes decisions for England, but some responsibilities are left to elected officials in Wales, Scotland and Northern Ireland – the result of a decades-long process called devolution .

Mr. Gething did that spent much of his life in the politics. He became active in the Welsh Labor Party at the age of 17 and campaigned unsuccessfully in the 1992 general election. He became a trade union lawyer and eventually a partner at trade union firm Thompsons. He was also the first black person – and the youngest – to become president of the Wales Trades Union Congress, a consortium of dozens of trade unions.

In 2011, he became the first black minister to serve in one of the devolved nations of the United Kingdom and has since held various positions in the Welsh Parliament, including as Secretary of State for the Economy and Secretary of State for Health during the height of the coronavirus pandemic.

Mr. Gething faced criticism for accepting 200,000 pounds (about $253,000) in donations for his leadership campaign from a recycling company run by a man found guilty of illegal dumping of waste on conservation land in South Wales. Asked about the donations in a BBC debate, he said they had been “checked and properly submitted to the Electoral Commission and declared to the Senedd.” The Guardian reported this.

In his speech on Thursday, Mr Gething said he wanted Wales to “thrive in the sunshine that hope and social justice can bring to all of us, regardless of our background, what we look like or who we love.”

He added: “We can embrace new optimism and new ambition for a fairer Wales, built by all of us.”

The Vietnamese Communist Party has ruled the country for almost half a century and often prides itself on its unity and longevity. It is one of the last remaining communist dictatorships in the world.

It has also become one of Asia’s fastest growing economies and a crucial player in the growing rivalry between the US and China, adept at balancing its interests between the two powers. In recent years, many foreign companies and investors have come to Vietnam, which has touted its political stability by presenting itself as an alternative to China as a manufacturing center.

But the announcement Wednesday that President Vo Van Thuong had resigned, the second president to resign in just over a year over corruption allegations, has undermined that message of stability, even if the post is largely ceremonial. The resignation could deter investors.

Here’s what you need to know about Vietnam’s leadership:

Unlike China, Vietnam, a country of 99.5 million people, has no supreme leader. Instead, the administration is controlled by ‘four pillars’ of leadership: the General Secretary of the Communist Party, the President, the Speaker of Parliament and the Prime Minister.

Power rests largely with Nguyen Phu Trong, the head of the Communist Party unprecedented third five-year term as party chief.

The Communist Party elects its leadership every five years at a party congress. Delegates elect a 200-person Central Committee, which then votes on membership in the Politburo, the party’s highest decision-making body. The Politburo, which now consists of 18 members, selects the “four pillars” of leadership. This whole decision-making process is very opaque.

After the previous president, Nguyen Xuan Phuc, resigned in January 2023, the Central Committee held an extraordinary meeting two months later, introducing Mr Thuong as president. Both resigned, authorities said, after violating Communist Party rules, a euphemism for corruption.

Yet the key issue in Vietnam’s elite politics remains the selection of a replacement for Mr Trong, who is 79 years old and in poor health. He has not yet named a successor and analysts say the next leadership transition in 2026 has now begun.

Vietnam has emerged as one of Asia’s economic success stories. Beginning in the mid-1980s, Communist Party leaders implemented policies that transformed the largely agricultural economy into a global manufacturing center. In recent years, the country has benefited greatly from the US-China trade war and the tough coronavirus restrictions imposed by Beijing as foreign manufacturers hunted for a supply chain alternative to China.

Nike, Lululemon and Adidas make their clothes in Vietnam; Apple’s suppliers are now considering making the brand’s watches and MacBooks there as well.

But Vietnam remains one of the most repressive countries in Asia. Freedom of speech and assembly are severely restricted and critics of the government are often imprisoned. According to Human Rights Watch, more than 160 people are currently incarcerated in Vietnam for exercising their basic rights. Many of them are journalists, bloggers and environmental activists who have been jailed for expressing dissent.

Sunrise presenter Natalie Barr has called out Anthony Albanese’s government after it lifted ankle monitors and curfews for four ex-offenders, including a convicted rapist.

The Cuban man, better known as XTVC, was thrown behind bars after raping a 19-year-old girl at a party in 2009. The Australian reports this.

He was sentenced to four years in prison with a non-parole period of two years and six months, and was placed in immigration detention after his release in 2015.

The man was unable to return to Cuba because of a documentary he made about the plight of his people, which led to him being considered a counter-revolutionary.

Four years later, XVC was charged with causing harm to a government official while detained in a Western Australian immigration center.

He was sentenced to 10 months in prison and was detained again upon his release in 2020.

Following the landmark Supreme Court ruling last November, XTVC was released under strict conditions, including ankle monitoring and a curfew from 10pm to 6am.

However, on February 7, the control conditions were revoked and the convicted rapist was allowed to walk free for the first time since 2009.

Barr demanded to know why the rapist was not closely monitored when she confronted Home Secretary Clare O’Neil on Wednesday morning.

“Can you please explain to us how this rapist, who was given a two-year prison sentence for raping a 19-year-old girl at a party, is now free, without ankle monitor monitoring and without a curfew?” she asked Secretary O’Neil on Wednesday.

Ms O’Neil said the Community Protection Board provided advice for every detainee released following a High Court decision last November and that following that advice was “the legally safest way for us to manage those decisions”.

“This is an expert group of former police officers, law enforcement officers, criminologists and psychologists who work to advise the government on what protections should be provided for each individual,” she said.

Ms O’Neil dodged the question, saying: ‘I can’t comment on the individual cases.’

“So you could have maintained control and said, we are the government, we don’t think that is a good idea given the circumstances of this man and what he has done?” she said.

“Australia is watching this morning and thinking: wait a minute. Australians are trying to find out what the hell is going on.”

Ms O’Neil, her government, had come up with alternative ways to protect Australians, including a $255 million investment in police and border forces.

“If I could bring that detention system back, I absolutely would,” she said.

“But the High Court has made a decision and the government must follow the law, just like every other Australian.”

The Supreme Court ruled last November that indefinite detention was unlawful, leading to the release of 148 detainees.

Some of the group had serious criminal convictions, including for murder and rape, while others faced less serious charges.

They were all behind bars before being placed in immigration detention and subjected to ankle monitors and a curfew.

Several have since been arrested for violating visa rules.

But they avoided conviction due to a “technical issue” with the way their visas were issued, which has since been resolved.

Opposition spokesman Dan Tehan pressed the minister to answer why the visa issue was not addressed earlier.

In response, Mr Giles said the issue dates back to 2013 and had existed for almost a decade under the former coalition government.

Labor faces a new immigration challenge

It comes as Labor faces another High Court challenge as an Iranian citizen known as ASF17 makes a legal bid for freedom.

The Albanian government has tried to send him back to Iran, but as a bisexual man he could face the death penalty if he returns.

Iran is the only country Australia is trying to send him to, even though he is willing to go to another country, his lawyers said in written submissions to the court.

If the ruling is extended to people detained indefinitely who refuse to cooperate with Australian authorities, the Iranian man would be freed and more immigrants could be freed.

Immigration Minister Andrew Giles was asked about the issue during Question Time on Monday.

Individuals who have not cooperated in their removal should be forced out of Australia as a matter of priority and remain in immigration detention during the process, he said.

“We will vigorously defend this position before the Supreme Court,” Mr Giles said.

If the Commonwealth wins the case, the government will be able to block further releases from immigration detention.

Two brothers posed as Enforcement Directorate officers and extorted money from government officials in Odisha’s Dhenkanal district, police said.

Odisha News: Two men-brothers were arrested by the police Dhenkanal District by Odisha for allegedly extorting money from government officials by posing a Enforcement Directorate officers.

A senior official said on Sunday that the two suspects, identified as Tarinisen Mohapatra (30) and Brahmashankar Mohapatra (27), were arrested by the Special Task Force (STF) of Odisha Police on Saturday from their home town Dhenkanal, they said.

According to police, the accused brothers had borrowed a large amount of money but were unable to repay the lenders. So, they hatched a plan to defraud government employees by posing as ED officers.

Giving details, an official said the brothers had contacted around 300 officers of various government departments in the state while posing as “Additional Director of ED Bhubaneswar”. The suspects were successful in extorting money from some government officials, the official said, adding that police have traced a total of Rs 16 lakh in payments so far.

“They have managed to extort money from some officers and a total of payments of over Rs 16 lakh have been traced. They took payments through PhonePe and GPay, and sent fake ‘clearance letters’ to the officers, clearing all ‘charges’, the official said.

The matter came to light after Chhatrapur sub-collector Debadatta Mohanta filed a police complaint, leading to an investigation that exposed the fraud, an STF official said.

The officer said a case was registered against the suspect based on the government official’s complaint and the brothers were subsequently arrested.

A laptop, a desktop, five mobile phones, passbooks and checkbooks, fake identity cards and 17 ATMs were seized from the suspects, police said.

Further investigation into the case is underway, they said.

CHANCELLOR Jeremy Hunt backed nuclear power in his Budget as a solution to rising energy costs.

He revealed plans to introduce cutting-edge technology called Small Modular Reactors, which will quadruple production and are expected to be operational in the 2030s.

But to make this possible, the industry needs thousands of additional workers.

That’s why the industry has launched an effort to double the civilian and defense nuclear workforce in 20 years.

Called Destination Nuclear, it will support an additional 80,000 skilled jobs in energy roles and defense personnel to work on the Aukus nuclear submarine partnership involving Australia, Britain and America.

The campaign will initially target career changers with transferable skills they can immediately deploy in the sector, and will eventually offer apprenticeships.

Boss Lynne Matthews said: “Destination Nuclear will help showcase the wealth of opportunities the sector has to offer.

“It will help a wider group of people discover and embark on careers that are challenging, rewarding and sustainable.”

Jobs are available from leading companies and organizations including Rolls-Royce, BAE Systems, the Royal Navy and the National Nuclear Laboratory.

Emily Farley worked as a manager in the hospitality industry for twelve years, but moved to the nuclear sector to find a better work-life balance.

The 30-year-old, from Warrington, Cheshire, is now a project manager at reactor specialist Jacobs.

She said: “I had transferable skills such as managing people, budgets and risk that enabled me to make the transition. Attending Jacobs’ New To Nuclear training academy has supported my transition into the nuclear sector.

“Since then I have worked on decommissioning projects at the Sellafield and Dounreay nuclear sites, for the team that keeps nuclear submarines operating safely and on a project developing a robotic system for welding lids on containers of radioactive waste.”

Andrew Bowie, Minister for Nuclear Energy, said: “Nuclear energy offers fantastic career opportunities and we want people of all ages to consider joining a key industry of the future.”

Here, employee relations expert Jim above explains how you can help.

1. During Ramadan, leave requests may be higher, and because Easter falls in the same period, more employees may take time off than normal.

Bosses should plan ahead and encourage staff to submit leave requests early and grant them on a first-come, first-served basis.

2. Ramadan involves fasting and can be physically and mentally challenging, so be flexible with work patterns.

This will send an important signal to employees of different ethnicities and religions.

3. Fasting can also affect an individual’s productivity or morale, so make sure any dips in performance are not related to that before beginning a performance management process.

4. Consider offering flexibility around breaks to meet prayer needs or to counteract the effects of fasting.

5. As a religious group, Muslims are protected under the Equality Act 2010.

Employers must ensure that they do not discriminate against those who celebrate Ramadan.

7th Pay Commission: Yogi Adityanath government recently announced 4% increase in DA for state government employees as Holi gift.

7th Pay Commission: After the Center announced a DA hike for government employees last week, several states have also recently announced similar hikes for their employees to give them a big boost amid rising inflation in the country. This will certainly raise cheers among these government employees as their loved ones benefits have been increased by 4%. UP Govt increases DA by 4%

The Yogi Adityanath government on March 11 announced a 4% DA hike for the state government employees as Holi gift. Besides DA, the state government has also increased Dearness Relief for pensioners by 4 percent. The state government’s move will benefit around 10 lakh employees, 12 lakh pensioners and 8 lakh teachers of Uttar Pradesh.

The state government said in a statement that the revised DA will be effective from January 2024 and the Yogi government will soon issue a notification in this regard. It is to be noted that the increase in dearness allowance will place an additional burden of Rs 314 crore on the state government.

Now that the DA has been increased, the net salary of state employees will now increase. Currently, the duration allowance is 46 percent, which will increase to 50 percent after the latest revision by the state government.

Govt Gujarat increases DA by 4%

The Gujarat government last week announced a Holi bonanza for the state employees and increased their duration allowance by 4%. In addition, the state government has also increased its NPS contribution by 4 percent and will calculate LTC cash conversion based on the 7th Pay Commission. This change will come into effect from today.

With the new DA increase, the total duration allowance of state government employees will increase to 46 percent. The new DA increase will come into effect from January 1 and government employees will be given arrears for the past eight months.

The Gujarat government said the latest move will help around 4.45 lakh state government employees and 4.63 lakh pensioners.

Uttarakhand increases DA by 4%

In January this year, the Uttarakhand government increased the Dearness Allowance for its employees by 4%. This latest DA increase increases the total DA from 42 percent per month to 46 percent.

The state government said the revised DA will come into effect from July 1, 2023 and the arrears will be paid in cash to the beneficiaries. The Uttarakhand government said the latest hike will be applicable to state government employees and regularized and full-time employees of aided educational and technical educational institutions.

The Maharashtra Cabinet has decided that mother’s name will be mandatory on all government documents such as birth certificates, school documents, property documents, Aadhar cards and PAN cards.

Mumbai: From May 1, 2024, the Maharashtra government has declared a mandatory rule, which essentially marks a giant leap towards gender equality. In the future, every piece of official documentation should rightly include the mother’s name. This rule extends across multiple official documents and affects birth certificates, school records, property papers, as well as Aadhar and PAN cards.
