The self-proclaimed “President of the Thin, Fine Hair Club” explained that she always starts by prepping the hair.

After washing her hair, she wasn’t afraid to add the product to her damp locks.

She broke down her routine, which included adding scalp serum, a detangler, and a protectant.

After applying the products, she quickly worked with a round brush and a blow dryer to add volume to her roots.

She urged viewers to quickly use the dryer and brush before it was too late.

For the past decade, Dominique Horn has worked for a community health organization in the fast-growing city of Vancouver, Washington State, helping people pressured by rising rents in an effort to prevent homelessness.

Sometimes she wonders if she will be her agency’s next client.

Because her husband sometimes struggles to find work, Mrs. Horn has maxed out her credit cards to keep up with rent. She relied on public assistance and stayed in shelters. The couple and their two children have moved so many times that she keeps sentimental items like photos and heirlooms in boxes because no place feels like home anymore.

“I’m constantly waiting for the other shoe to drop,” said Ms. Horn, 42, whose current lease expires in May. “I am one price increase away from a return to instability.”

Ms. Horn is one of thousands of Washington residents who gathered in Olympia, the state capital, in recent weeks to lobby lawmakers on one of the nation’s most closely watched housing bills: a measure that would limit rent increases for would limit housing to 7 percent. a year.

The bill is considered a priority by Democratic leaders, who control the state Legislature. The bill has passed the House of Representatives and is now in the Senate. If passed, Washington would become the third state in the country to adopt statewide rent regulations, after Oregon and California — all in the past five years.

From coast to coast, housing has proven to be perhaps the biggest state problem this year. The number of households that the federal government says are experiencing rent burdens – meaning rent consumes more than 30 percent of their income – has increased projected to hit a record high of 22.4 million in 2022 a new report from the Joint Center for Housing Studies at Harvard University.

“People are facing skyrocketing rents,” said Rep. Laurie Jinkins, a Democrat and speaker of the State House, during opening session of the legislature in January. “They are stressed, they are scared and they are asking us for help.”

Rent rules have traditionally been set by municipalities and not states. New York City’s system includes 2 million people – almost a quarter of the population. San Francisco and Los Angeles – and more recently, St. Paul, Minnesota.And Montgomery County, MD. – belong to the 200 local authorities who regulate rental prices.

When states get involved, it is often to prevent local jurisdictions from setting rental regulations. More than thirty states have done so Montana, Florida and Ohio being recent additions; West Virginia could be next, according to Jim Lapides, who drafted the legislation for the National Multifamily Housing Councila group representing the apartment industry.

Washington State blocked local rent regulations in 1981, when Republicans last controlled the governor’s office and legislature. Instead of lifting that ban, the current account would protect renters across the state, including renters in cities that may be unable or unwilling to take their own action.

The measure faces enormous challenges in the Legislature, which is set to adjourn on March 7. A similar attempt failed last year. And this time, the original proposal, which called for a 5 percent cap, subsequently failed in a Senate committee a moderate Democrat said she couldn’t support it “Adopting risky policies that could do more harm than good.”

More than the landlords during the legislative session were the tenant activists, several hundred strong, who filled the Capitol campus for an afternoon rally organized by the Washington Low Income Housing Alliance, a statewide coalition.

Also present were older residents who lived on a fixed income and were involved in the Manufactured Homeowners Association, which represents people who own homes in mobile home parks and rent the land they sit on. They have also had to deal with steep rent increases.

For Ms. Horn, the community health worker, the most heartbreaking moments came at the State Capitol during a standing-room-only meeting with lawmakers from the Vancouver area, where the highest percentage deportation applications per capita in the state in 2023. One after another, voters shared stories of evictions and homelessness.

Monica Zazueta, who brought her 9-year-old son Ram to the meeting, said Ram was growing increasingly despondent over his family’s unstable living situation.

“The mobile youth crisis team came to help because Ram said he didn’t want to live anymore,” she said, sobbing.

Another group that has a regular presence at the State Capitol is the Rental Housing Association of Washingtonwhich opposes rental regulations and represents smaller property owners like Mike Frost.

Originally from Montclair, NJ, one of approximately 100 communities in New Jersey rental regulationsMr. Frost, 67, owns two buildings in Seattle’s Capitol Hill neighborhood, with a total of 26 units, and makes his own repairs. During a tour of his garden apartment complex, built in the 1950s, Mr Frost said he was proud to offer relatively affordable units – a 40-square-metre bedroom costs $1,385 a month – in a rapidly changing block.

Across the street, new townhouses are selling for $800,000. To the left is a five-story building with 56 micro-units — studios of just 250 square feet, one of the city’s latest attempts at affordability — renting for $1,200 a month.

Mr. Frost said statewide rental regulations like those being discussed in Olympia would hurting small landlords, who are already struggling with rising costs and red tape, and pushing some of them to sell their buildings.

Referring to the likely buyers, Mr Frost said: “It brings in people who will become more bottom fishermen.”

One of Mr.’s tenants Frost, Brittaney Moses, a 37-year-old interior designer, recently suffered a seizure that limited her mobility. She owes $955 in back rent. But Mr. Frost — “such a great landlord,” she said — has helped her tap into community grants and other resources to keep her from falling further behind.

Since she moved in three years ago, Ms. Moses’ monthly rent has increased once, by $120, or 9.5 percent. The increase was discouraging.

“I’m for anything that keeps the rent low,” she said. “But I also understand the landlord’s perspective. I know how expensive it is.”

Local governments are also tackling housing problems.

A proposal was made in Seattle voting initiativewhich is now in the signature-gathering phase, would impose an “excess payroll tax” on businesses for each worker receiving more than $1 million annually to fund new public housing.

Edward R. King Jr. and Kerri Burnside are tenant activists in Bellingham. In an interview at the Little Merry Cafe, which Mr. King once owned, he said that a decade ago he struggled with multiple sclerosis and a divorce, and that in 2015 he finally found a one-bedroom apartment for $750 a month in the complex where Mrs. Burnside lives.

When the property was purchased in 2021 by a Michigan-based management company, Mr. King $850, but it quickly rose: first to $1,100, then to $1,750.

His next home was his 2007 Saturn Vue.

“I really couldn’t afford to move anywhere,” says 59-year-old Mr. King.

Ultimately, he reached the top of an eight-year waiting list for public housing. And he was stunned by how many of his former neighbors had been forced to move, sometimes to other states.

“I stopped counting at 20,” Ms Burnside said.

The ‘Holy Grail of Shipwrecks’, containing up to 200 tonnes of gold, silver and emeralds, could be floating in the Caribbean within months after Colombia declared a national mission to recover the treasure.

The Spanish galleon San Jose sank off the Colombian port of Cartagena after its powder magazines exploded during a skirmish with the British in 1708. On board were treasures worth up to $20 billion (in today’s equivalent), along with 600 sailors, all but 11 of whom perished. with the ship.

In 2015, the Colombian government announced that a team of naval divers had discovered the legendary ship in nearly 3,000 feet of water. Last year, another team brought back breathtaking images of its perfectly preserved cargo.

Now the Colombian government has said the proposal will be increased before President Gustavo Petro ends his term in 2026.

But a fierce battle will ensue over who owns the wreck, with an American company claiming to have found the boat and claiming half of the loot. Other claims include the Spanish government and an indigenous group.

The San Jose galleon was owned by the Spanish crown when it was sunk by the British Navy off Cartagena in 1708, and only 11 of its 600-strong crew survived.

US research firm Glocca Morra claims it found the San Jose in 1981 and handed over the coordinates to the Colombians on the condition that it would receive half the fortune once the ship was recovered.

But this was countered in 2015 by Colombia’s then president, Juan Manuel Santos, who said the navy had found the boat in a different location on the seabed.

Glocca Morra, now called Sea Search Armada, is suing for half of the treasure – estimated at around $10 billion – under the US-Colombia trade facilitation deal, according to Bloomberg.

But Colombian Culture Minister Juan David Correa said the government team had visited Sea Search Armada coordinates and found no trace of the San Jose.

Complicating matters are the competing claims of the Spanish (whose navy owned the ship) and the indigenous Qhara Qhara nation of Bolivia, who say the population was forced to mine the gold and jewels so that the treasures are their own.

Meanwhile, Colombia has hailed the find as a huge historical and cultural achievement.

Correa told Bloomberg: “This is one of the priorities for the Petro government. The president has told us to pick up the pace.”

Spain and Britain were fighting the War of the Spanish Succession at the time, and the Royal Navy was approaching dominance on the high seas when it sank the San Jose.

Images recovered last year show part of the bow clearly covered in algae and crustaceans, as well as the remains of the hull frame.

The images provide the best view yet of the treasure found aboard the San Jose – including gold bars and coins, muddy cannons made in Seville in 1655 and intact Chinese tableware.

Porcelain tableware, earthenware and glass bottles are also on display.

It was one of many Spanish galleons that made voyages between Europe and America between the 16th and 18th centuries

When it sank, the San Jose was carrying looted gold, silver, emeralds and other gems and metals from the Americans back to Spain.

The ship gained a reputation as the ‘holy grail’ of shipwrecks and carried one of the most valuable treasures ever lost at sea – worth around £12.6 billion ($17 billion).

A millionaire philanthropist leads a campaign to bring an incredibly rare tapestry commissioned by King Henry VIII back to Britain after it was unearthed in Spain.

Woven with gold and silver thread and depicting one of the New Testament’s most famous scenes, the object took pride of place in Henry’s Hampton Court in the 1530s.

Nearly 20 feet across, the Burning of the Pagan Books is the only survivor of a set of nine tapestries illustrating the life of Saint Paul.

Produced by Flemish artist Pieter Coecke van Aelst, it shows Paul burning ‘pagan’ books at Ephesus, as told in the Acts of the Apostles in the Bible.

The ‘Holy Grail’ tapestry was found in 2018 in a private collection in Spain, more than 200 years after it was recorded at Windsor Castle in 1770.

City investor Jonathan Ruffer, 71, is backing a £1 million campaign to return the carpet to Britain and has so far raised more than £350,000.

It comes amid recent examples of museums in the UK returning objects to countries where they were taken decades or centuries ago.

The British Museum and the government are currently under pressure to return the Elgin Marbles to Greece.

Henry’s tapestry is currently subject to an export ban which hinders its sale outside Spain.

The country’s ministry of culture dictates that sales abroad are only allowed if the purchaser is an appropriate institution with a historical connection to the artifact.

Campaigners hope tapestries can find a new home at Auckland Castle in County Durham.

Dating back to the 12th century, the historic castle is closely linked to Henry through the Prince-Bishops of Durham – clergymen who historically gained lordship over the town because of its status as a buffer region between England and Scotland.

Cardinal Wolsey, who was Lord Chancellor under Henry, was a Prince-Bishop of Durham.

A new institution that could house the tapestry, the Faith Museum, is currently being built in the castle.

The tapestry was bought by a Spanish dealer in the 1960s and then sold to a collector in Barcelona.

It was eventually sold again to an unknown buyer in Madrid. It was sent to Britain in 2018 to be cleaned and preserved before being returned to Spain.

The tapestry was commissioned around the time of the Act of Supremacy of 1534, which made Henry Supreme Head of the Church of England.

The main scene – St. Paul burning pagan books on a bonfire – was at the request of Henry himself.

It is likely that he did this to show that his own proclamations against alleged heretical books, including William Tyndale’s English translation of the Bible, had clear religious support.

Henry’s Dissolution of the Monasteries began shortly after the tapestry was produced.

The £1 million raised on donation website JustGiving would be part of a £3.55 million bid to the National Heritage Memorial Fund, a government-funded body that provides money to protect British heritage objects.

The new owner is said to be the Zurbaran Trust, a charity that collects art and other treasures at Auckland Castle.

Research by leading tapestry experts Simon Franses and Thomas P Campbell confirmed the incredible quality of Henry’s tapestries.

Mr Franses said in 2018 that it overshadows Hampton Court’s Abraham tapestries, which are “tame biblical tapestries” to this “dynamic, energetic piece.”

“There’s nothing that touches it in the Victoria & Albert, the Royal Collection or the National Trust,” he said.

Speaking of the tapestry’s importance to the king, he added: ‘The tapestry provided Henry VIII with strong and unequivocal biblical authority from one of Christ’s apostles for the destruction of all that is considered pagan or impious.

“This is the period of the plundering of the monasteries with widespread destruction. Around 1530 there were also a series of proclamations specifically about the destruction of “heretical books”.

Here he’s basically saying, “I have religious authority to do this.” He is a political figure and must justify and give authority to the less appetizing things he does.’

The St. Paul Tapestry was listed at Hampton Court after King Henry’s death in 1547. In the 1670s, King Charles II used them in his refurbishment of Windsor Castle.
