New Delhi: The Delhi government on Tuesday issued new handling guidelines car wrecks (ELVs) in public places. It stated that continuous enforcement action should be taken to gradually remove such vehicles from public spaces in the national capital and daily reports would be sent to the Environment Department for further submission to the national authorities. Commission for Air Quality Management (CAQM).

The policy also includes provisions for people who want to park their end-of-life vehicles. If the vehicle is seized for the first time, owners must provide documents, including a registration certificate, to secure its release. When parking within a residential complex, the owners will have to produce proof of private parking spaces issued by the RWA or a concerned authority.

“As far as driving and parking of wrecked vehicles are concerned in public places in NCT of Delhi, once it is seized for the first time, it can be released on the submission of an undertaking that the vehicle will not be operated or parked in any public place within the territory of Delhi and shall be removed from the city…,” the guidelines said.

“In case of a four-wheeler, a fine of Rs 10,000 along with towing charges and parking charges, as mentioned in the Delhi Maintenance and Management of Parking Places Rules, 2019, will be charged before releasing such ELVs. In case of a two-wheeler, a fine of Rs 5,000 along with towing and parking charges as mentioned in the Parking Rules 2019 will be charged…,” the report said.

According to the guidelines, end-of-life vehicles seized for the second time and transport vehicles running on diesel and older than ten years should not be released. The application for release of a vehicle must be submitted together with the necessary documents within three weeks after the vehicle is seized. An online platform will be developed for this, the report said.

According to the guidelines, seized vehicles will be scrapped in three scenarios: failure to submit an application for release within three weeks of the vehicle's seizure, rejection of the submitted application for release and seizure of the same for the second time vehicle.

All scrap value should be paid only through digital mode into the bank account in the name of the vehicle owner, within 15 days of the vehicle being accepted by the scrapping facility for registered vehicles, it added.

The transportation department will also create an online platform to facilitate a hassle-free process between the enforcement agency, the scrapping facility and vehicle owners.

CBSE Board Exams 2024: The Central Board of Secondary Education (CBSE) will start with the high school examination (class 10th) and Senior School Certificate Exam (Class 12th) exams on February 15, 2024; The board has drawn up guidelines for the students who suffer from this Type 1 diabetes in board exam. The student is allowed to take the following items into the exam room/hall in a transparent bag/box.

  • Sugar tablets/Chocolate/Candy
  • Fruit such as banana/apple/orange
  • Snack products such as Sandwich and any high protein diet
  • Medicines are required according to the doctor's prescription
  • Water bottle (500 ml.)
  • Glucometer and glucose test strips
  • Continuous glucose monitoring (CGM) machine, flash glucose monitoring (FGM) machine and/or insulin pumps

Meanwhile, the following standard operating procedures will be followed by the students for the use of these facilities:

  • The students will provide the information that they are suffering from type 1 diabetes during registration/submission of LOC.
  • To use the facilities during the exams, the following documents must be uploaded on the portal: (a) Recommendations from the medical specialist for CGM/FGM/insulin pump during the exams. (b) The parents' undertaking that the CGM/FGM/insulir pump is provided to the students and that it is in no way a communication device that could interfere with the security of the examinations.
  • To avail these facilities, the school/student/parent has to register as per the scheme issued by the CBSE. Once the schedule is over, no further requests will be honored.
  • The school/student/parent will approach the examination center at least a day before the commencement of the examination and inform the examination superintendent about the items that the students need to carry.
  • Also on the day of the exam, the student will reach the school at least 45 minutes before the start of the exams, i.e. at 9.45 am Α.Μ.
  • All applications/requests are routed through the school with the prescribed documents. No direct request from the student to CBSE will be considered.
  • Except for the equipment(s) attached to the body, the rest of the items are kept with the Assistant Superintendent (Invigilator) in a transparent box/bag and can be taken by the students as and when required.
  • Schools must strictly follow the above instructions.
  • For board exams 2024 only, applications can be submitted to the concerned Regional Office, CBSE, with all supporting documents for use of permitted facilities.

Regular students are required to collect their admit card from school while private students are advised to download it from the official website.

CBSE Date Sheet 2024

According to the CBSE board exam, the class 10 board exam will start on February 15, 2024 with Painting, Rai, Gurung, Tamang and Sherpa papers. In December, the government issued guidelines for compensation to air passengers due to flight cancellations and delays.

Here are the guidelines:

  • The airline will provide meals and refreshments to passengers who have already registered at the airport for their original flight while they wait for the alternate flight.
  • In the event of a flight delay, the airline is obliged to provide meals and refreshments, an alternative flight or a full refund of the ticket to the passenger or hotel accommodation (including transfers), depending on the total flight delay.
  • Airlines are not obliged to provide compensation in cases where the cancellation and delay are caused by force majeure – extraordinary circumstances beyond the airline’s control.
  • Facilities offered to the affected passengers in case of flight disruption are already available in the public domain in the form of a Passenger Charter published on the Ministry’s website, the DGCA website and on the website of the concerned airline.

Emergency room doctors in Texas are not required to perform emergency abortions, despite federal guidelines requiring hospitals to provide stabilizing care, a federal appeals court ruled Tuesday.

The U.S. Court of Appeals for the Fifth Circuit upheld a ruling that sided with the state of Texas, which had sued the Biden administration, arguing that the 2022 federal guidelines were an overreach that would “force abortions.”

The appeal was heard by Judge Leslie H. Southwick, who was appointed by President George W. Bush, and Judges Kurt Engelhardt and Cory Wilson, who were appointed by President Donald Trump.

Judge Engelhardt wrote that the federal guidelines do not require doctors to perform emergency abortions, adding that the guidelines “do not prescribe any specific form of medical treatment, let alone abortion.”

The Justice Department and the Texas attorney general’s office did not immediately respond to requests for comment Tuesday evening.

Tuesday’s ruling is the latest development in a long-running legal battle between the Biden administration and the state of Texas following the Supreme Court’s 2022 decision to Overturning Roe v. Wadeand it comes amid a slew of other lawsuits over whether exceptions can be made for abortions in states like Texas, where it is banned.

The ruling also came less than a month after the Texas Supreme Court ruled against a woman who sought a court-approved abortion because her fetus had been diagnosed with a fatal condition. The woman, Kate Cox, ultimately left Texas to have an abortion, and the ruling against her left many doctors in the state unclear as to which cases would legally qualify for an abortion.

After the Supreme Court overturned Roe v. Wade, the U.S. Department of Health and Human Services decided issued guidance in July 2022 which has instructed hospitals that federal law requires doctors to perform abortions even in states where it is prohibited, if they believe this is “the stabilizing treatment necessary” to protect the mother’s health in a medical emergency.

The federal guidelines strengthened the Emergency Medical Treatment and Labor Act of 1986, or EMTALA, which requires emergency rooms to provide stabilizing care regardless of a patient’s ability to pay.

Texas Attorney General Ken Paxton responded by suing the Biden administration over the guidelines. Mr. Paxton wrote in a complaint filed in July 2022 that President Biden “blatantly ignored the legislative and democratic process — and ignored the Supreme Court’s ruling before the ink is dry — by directing his appointed bureaucrats to require hospitals and emergency medicine physicians must perform abortions.”

Judge Engelhardt wrote in the ruling on Tuesday that “EMTALA does not provide pregnant mothers with an unconditional right to abort her child, especially when EMTALA imposes equal stabilization obligations.”

“We therefore decline to expand the scope of EMTALA,” Judge Engelhardt wrote.

Admission to intensive care: The Union Health Ministry, in its recent guidelines for intensive care admissions, has said that hospitals “cannot admit critically ill patients to the intensive care unit (ICU) in case of refusal by them and their family members”. The guidelines further advised that when no further treatment is possible or available for a sick or terminally ill patient and continued therapy will not affect outcome, especially survival, “stay in intensive care is futile care ”.

These guidelines, compiled by 24 experts, further state that anyone with an advance directive or an advanced directive against ICU care should not be admitted to the ICU.

Furthermore, keeping a patient in intensive care should take into account low priority criteria in the event of a pandemic or disaster where resources are limited.

Criteria for admitting a patient to intensive care should be based on organ failure and need for organ support or on the prospect of worsening medical conditions, the guidelines said.

An altered level of consciousness of recent onset, hemodynamic instability, need for respiratory support, patients with an acute illness requiring intensive monitoring and/or organ support, or a medical condition or disease that expects deterioration have been mentioned as criteria for admission to the intensive care unit.

Patients who have experienced a major intraoperative complication, such as cardiovascular or respiratory instability, or who have undergone major surgery are also included.

“The following seriously ill patients should not be admitted to the intensive care unit – the informed refusal of the patient or close relatives to be admitted to the intensive care unit, any disease with a treatment restriction plan, anyone with an advance directive or an advanced directive against ICU – care, terminally ill patients with a medical judgment of futility and low priority criteria in the event of a pandemic or disaster situation where resources are limited (e.g. beds, staff, equipment),” the guidelines state.

The return of physiological abnormalities to an almost normal status or baseline, reasonable recovery and stability of the acute illness that required admission to the ICU, patient/family agreeing to discharge to the ICU due to a treatment restrictive decision or palliative care have been mentioned in the criteria for discharge to the ICU.

According to the guidelines, blood pressure, heart rate, respiratory rate, breathing pattern, heart rate, oxygen saturation, urine output and neurological status, among other things, should be monitored in a patient awaiting an ICU bed.

The University Grants Commission (UGC) – a statutory body of the Government of India – has released draft guidelines for Recognition of Colleges (Recognition of Colleges under Clause (f) of Section 2 of the UGC Act), 2023.

Conditions for recognition

As per the draft guidelines, the Commission, in consultation with the university concerned, may recognize a college under clause (f) of Section 2 of the UGC Act if the college fulfills the following conditions:

  • The college is affiliated to a university in accordance with the provisions of the UGC (Affiliation of Colleges by Universities) Regulations, 2009, as amended from time to time.
  • The college adheres to all provisions of the law, statutes and regulations, as well as the rules and guidelines of the relevant university, as amended from time to time.
  • The College shall adhere to all relevant rules, regulations and guidelines issued by the UGC and other concerned statutory/regulatory authorities from time to time.
  • The college offers program(s) of study leading to the award of a diploma specified by the Commission under Section 22(3) of the UGC Act or a diploma course of a duration not less than one academic year and for which the minimum qualification for admission is a bachelor’s degree.
  • The Board will submit an application in accordance with the procedure laid down in these Rules along with the following documents on the UGC portal:

Documents relating to the year of establishment of the college;

Association registration certificate along with MoU or registered trust deed or other relevant documents, as the case may be;

Affiliation certificate issued by the university at the time of application;

Approval from the statutory/regulatory authority at the time of application;

Notarial undertaking in non-judicial stamp paper of not less than one hundred rupees jointly by the management and the principal of the college, with the result that the college complies with all the provisions of the law, statutes and ordinances as well as the rules and regulations of the affiliated university.

A total of 109 cases of the JN.1 subvariant have been detected in India till Wednesday, according to Health Ministry sources.

New Delhi: In a worrying development, the national capital recorded two new cases of Covid-19 on Thursday. The Medical Superintendent of the All India Institute of Medical Sciences (AIIMS) Hospital informed that the reports of the positive cases have been sent for genome sequencing to confirm cases of the subvariant, JN.1. Earlier today, Delhi Health Minister Saurabh Bhardwaj claimed that there are currently no new cases of the JN.1 sub-variant of COVID in Delhi after a patient infected with the virus was discharged on Thursday.

“We have increased the number of tests. Yesterday, we conducted 636 tests in private and government hospitals combined. Three genome sequencing results were received yesterday, two of which were old Omicron variants and one JN.1, Minister Bhardwaj said.

The Health Minister reassured the public and emphasized: “The new variant is mild and does not make people seriously ill. Giving details of the patient with the JN.1 variant, he said: “The patient has already been discharged from the hospital and is now healthy.” “We can say that there are currently no patients with the JN.1 variant in Delhi,” he added.

The All India Institute of Medical Sciences (AIIMS) in Delhi has issued guidelines for suspected or positive COVID-19 cases to be reported in hospitals following the sudden increase in coronavirus cases in the country.

  • The JN.1 subvariant is a descendant of the Omicron subvariant known as BA.2.86 or Pirola. The first case of the JN.1 variant of COVID-19 was reported in Kerala.
  • A total of 109 cases of the JN.1 subvariant have been detected in India till Wednesday, according to Health Ministry sources.
  • The World Health Organization (WHO) recently classified JN.1 as a variant of interest, separate from the parent lineage BA.2.86.
  • The global health organization emphasized that the overall risk of JN.1 remains low based on current evidence.
