Since the start of the war in Gaza, Prime Minister Benjamin Netanyahu of Israel has repeatedly spoken of the need to overthrow Hamas, but has done little to address the power vacuum created by the withdrawal of Israeli forces.

Nowhere is that more evident than in northern Gaza, where an Israeli military attack on a major hospital complex entered its third day on Wednesday, as Israel said the re-emergence of Hamas fighters had forced it to return to a place they first visited. had stormed in November. .

The Israeli military said troops have engaged in deadly firefights with militants in the Al-Shifa complex since Monday, leaving displaced people, medical teams and local residents caught in the crossfire. On Wednesday, the army said it had killed dozens of militants in the operation and questioned or arrested hundreds of people. The report of the operation could not be independently confirmed.

Israeli military analysts say it could take months or years to implement a coherent plan for governing Gaza, and that troops would likely have had to return to Al-Shifa in the meantime. But Netanyahu’s critics say he has failed to put forward even an initially realistic proposal, leaving Palestinian citizens to bear the brunt of the costs of the disorder.

“Lives have turned into hell,” said Talal Okal, a political analyst from Gaza City who fled northern Gaza in October and is now in the United Arab Emirates.

“Netanyahu and his partners do not want to answer the question of the day after the war,” he said. “Complete chaos has ensued and the people are paying the price. But what can they do? All they can do is raise their hands and pray to God.”

Following the Hamas-led attack on southern Israel on October 7, Israeli forces launched a full-scale invasion of northern Gaza, killing Hamas militants and causing massive civilian casualties and destruction. Its soldiers first raided Al-Shifa Hospital in November after accusing Hamas of using the hospital for military purposes.

That attack on Shifa revealed a tunnel shaft made of stone and concrete under the hospital. At the time, Gaza’s health ministry said the raid had put the hospital out of service.

Soldiers withdrew from the hospital in mid-November, but returned to the area in late January and withdrew again in February.

Now that Israeli forces have shifted the focus of their invasion to southern Gaza — and Netanyahu says they will soon invade the southernmost city of Rafah — the north of the enclave is all but cut off from humanitarian aid. Lawlessness, damaged roads and attacks on convoys have prompted aid agencies to suspend deliveries there The United Nations has said many of its aid missions have been blocked by Israel. Israeli officials say there are no limits on the amount of aid that can enter Gaza.

Palestinians in the north are struggling to obtain basic services and food.

“We are alive, but we are dead,” said Rajab Tafish, 37, a resident of Gaza City. “We are exhausted from all this misery.”

Mr Tafish, a telephone repairman, said he and his family could hear “terrifying” explosions and gunfire coming from Shifa Hospital, where a relative was being treated but could no longer be reached.

He said his family sent his brother to nearby schools on Wednesday in the hope of obtaining flour.

The UN-backed Integrated Food Security Phase Classification initiative said this week that 1.1 million people, half of Gaza’s population, were likely to face catastrophic food insecurity and predicted an impending rise in hunger-related deaths. In the northern areas, the report said, 300,000 people faced “threatened” famine.

Twice in the past month, attempts to distribute food ended in bloodshed, with Palestinians seeking help killed.

More than 100 people were killed in Gaza City on February 29, according to local health authorities, who said Israeli forces opened fire on a crowd gathered around aid trucks. The Israeli army acknowledged opening fire but said most of the deaths occurred when people stampeded or were run over by truck drivers.

Last week, at least 20 people were killed while waiting for help at a roundabout in northern Gaza. Officials in Gaza said Israeli forces targeted the crowd, a claim the Israeli military categorically denied.

Nottingham Forest have been given a four-point deduction after breaching the Premier League’s Profitability and Sustainability Rules (PSRs).

Forest were referred to an independent committee in January after the club reported losses that exceeded the allowed amount during the three-year reporting cycle ending in the 2022-2023 season.

Under the guidelines, they could have been fined or deducted points for the breach, and their four-point deduction now sees them drop to 18th in the Premier League.

The new Premier League table

They are the second Premier League team this season to have points deducted for a PSR breach after Everton gained 10 points in November. This was later reduced to six points after a three-day appeal. Everton could face a second points deduction this season after being accused, along with Forest, of a further breach of PSR rules in January.

Forest now has seven days to indicate whether it plans to appeal the sanction.

The Premier League has set May 24 as a reserve date for any appeal after the end of the season on May 19. This date is before the league’s annual general meeting.

What did the Premier League say?

A statement said: “An independent committee has made an immediate deduction of four points to Nottingham Forest FC for breaching the Premier League’s Profitability and Sustainability Rules (PSRs) for the period ending the 2022/2023 season.

“Nottingham Forest was referred to an independent committee on January 15 after the club admitted it had exceeded the relevant PSR threshold of £61 million by £34.5 million.

“The threshold was lower than £105 million because the club spent two seasons of the assessment period in the EFL Championship. The case was dealt with in accordance with the new Premier League rules, which provide an accelerated timetable for the resolution of PSR matters in the same season in which the complaint is made.

“The independent commission determined the sanction following a two-day hearing this month, during which the club was given the opportunity to set out a range of mitigating factors.

“The committee found that the club had shown ‘exceptional cooperation’ in its dealings with the Premier League throughout the process.”

What did Bos say?

A club statement said: “Nottingham Forest is extremely disappointed with the committee’s decision to impose a four-point sanction on the club, which must be implemented with immediate effect.”

“We were extremely appalled by the tone and content of the Premier League’s submissions to the committee,” it added. “After months of involvement in the Premier League and exceptional cooperation throughout, this was unexpected and has damaged the confidence we had in the Premier League.”

The club also called the Premier League’s initial starting point for an eight-point sanction “completely disproportionate” and pointed to a number of “unique circumstances” involved and the mitigation measures they put forward.

They also said that the committee’s decision “raises concerns for all aspiring clubs” and that the rationale that clubs should only invest after making a profit from the development of their players “destroys mobility in the football pyramid” and will lead to “the stagnation of our national game.”

“We believe that the high level of cooperation shown by the club during this process, which has been confirmed and recorded in the committee’s decision, was not reciprocated by the Premier League,” the statement said.

How did we get here?

Forest were referred to the committee by the Premier League in January over the alleged breach, which relates to the PSR calculation for the three-year reporting period ending with the 2022-2023 season.

Forest stated that they would “continue to cooperate fully with the Premier League on this matter and are confident of a quick and fair resolution”.

Forest have signed more than 40 players since securing promotion in May 2022, with owner Evangelos Marinakis approving a transfer fee of around £250 million ($318 million) to help the club establish itself in the top flight.

Forest believed they had worked within the rules when it came to the losses allowed, with much of the issue centering on the sale of Brennan Johnson to Tottenham Hotspur.

Johnson’s sale to Tottenham was key to Forest’s argument (Michael Regan/Getty Images)

The club’s argument – which they put forward in talks with the Premier League – was that they could have sold Johnson earlier in the window, but at that point this would have meant accepting a significantly lower price. His sale did not go through until September 1, long after the financial year had ended, for £47.5 million.

New guidelines have been introduced aimed at accelerating PSR decisions to ensure that fundamental regulatory breaches are addressed in a timely manner so that penalties, such as points deductions, can be imposed in the same season in which charges are brought.

All clubs were required to submit their 2022-2023 accounts by December 31 – instead of in March as previously – with any breaches and subsequent charges confirmed a fortnight later.

What are rules for profitability and sustainability?

All Premier League clubs are assessed every year on their compliance with the league’s profitability and sustainability rules.

Their compliance with these rules will be assessed against the club’s PSR calculation, which is the total of the adjusted pre-tax income for the relevant assessment period.

Under the PSR, clubs can lose a maximum of £105 million over three seasons (or £35 million per season), but certain costs can be deducted, such as investments in youth development, infrastructure, community and women’s football.

There were also specific allowances related to COVID and to help clubs the league combined the two pandemic-affected seasons into one, changing the accounting period from three years to four years.

Forest’s allowable losses are lower than the £105 million limit because the club played in the Football League for part of the period under review. Their top fee is instead £61m, which equates to £13m for the 2020-21 and 2021-22 seasons when they were in the Championship, plus £35m for last season, their first return to the top flight.

Have there been more cases like this?

Forest are only the third club to face such action, following Everton’s two separate breaches and subsequent points deductions this season, while Manchester City faced more than 100 charges last February.

The outcome of City’s case has not yet been announced The Athletics report that it will likely take quite some time before an appealable verdict is reached.

Last year, Chelsea’s new owners self-reported incomplete financial information relating to transactions that took place during the stewardship of the previous owner, Roman Abramovich, between 2012 and 2019.

European governing body UEFA has fined them €10 million for the historic breach in July, while the Premier League and English FA continue to investigate.

There have been several precedents in the English Football League in recent years, but a penalty involving PSR breaches at the top flight of English football was unprecedented before Everton.

Only twice in the history of the Premier League has a club been awarded a point penalty.

Middlesbrough were given three points for not playing a match in the 1996-97 season, while Portsmouth were given a nine-point penalty in January of the 2009-10 season after going into administration.

‘Frustration and disappointment for Forest’

Analysis by Nottingham Forest correspondent Paul Taylor

There is frustration and disappointment at Nottingham Forest as they find themselves in the Premier League relegation zone with a four-point deduction for breaching profit and sustainability rules.

And this weekend it was suggested from the club that four points would be the penalty they would consider appealing. They have 14 days to appeal, so they have time to digest the verdict before rushing to a decision. But it’s likely they will.

The fact that he drops them in the bottom three will rub a little extra salt in the wound.

As does the fact that throughout the process Forest feel that they have done their utmost to work with the Premier League – to accept that they have broken the rules, but to explain what they believe were extenuating circumstances – which largely revolved around sales. by Brennan Johnson, late in the window.

But amid the frustration – at a time when Forest have felt badly hit by a number of controversial refereeing decisions – there will also be an insight that the punishment could perhaps have been harsher.

And despite the possibility of an appeal, Forest at least now knows what they are dealing with as they look to secure a third season of top-flight football under Nuno Espirito Santo.

Forest were 17th with 25 points and have now dropped to 18th with 21 points, according to The Guardian.

They were charged in January with breaching the Premier League’s PSR rules in the 2022/2023 season.

Under Financial Fair Play rules, clubs cannot lose more than £105 million over three seasons.

This year is Forest’s second in the top flight but they have not escaped punishment after being measured against both Prem and EFL regulations.

While in the Championship they were not allowed to lose more than £61 million per year.

Since their promotion through the 2022 play-off final, they have split the money between 42 players.

They have broken their transfer record three times for Taiwo Awoniyi, Morgan Gibbs-White and Ibrahim Sangare.

In their case against the independent panel, Forest are said to have argued that they had only broken the rules for two months when they filled their accounts between June 30 and September 1.

They had only received the first installment of the £47.5 million owed by Tottenham from the sale of Brennan Johnson in a deal completed on 1 September.

Forest are likely to appeal and have 14 days to present their case.

Premier League fans moved to tears by video of Nottingham Forest fan saying ‘you can’t buy class’

Nuno Espirito Santo’s side are the second team to receive a deduction, after Everton gained six points.

What are Nottingham Forest accused of?

Nottingham Forest is under investigation for alleged breaches of profit and sustainability legislation.

The club is facing a possible points deduction after being charged in January for PSR breaches in their accounts through 2022-2023.

A hearing took place on March 7 and 8 and an announcement could be made today.

With PSR, clubs can lose £105m over three seasons.

It is currently unclear exactly how much Forest have broken the rules, but a points deduction could put the club’s continued existence in the Premier League in doubt.

Standings in the Premier League now that Forest receives a points deduction

Nottingham Forest are three points above the relegation zone with nine games left to play.

If they were to receive a points deduction, Nuno Espírito Santo’s survival hopes could be dashed.

It is believed that the party will discover its fate as early as today.

Nottingham Forest could discover their fate today

Nottingham Forest is expected to know as early as today whether the team will face a points deduction.

Forest is under investigation for alleged breaches of profit and sustainability legislation and could face a points deduction.

Anything more than three points would see the Prem side slip into the relegation zone with just nine games remaining.

The Foxes are flying high in the Championship under Enzo Maresca and are three points clear in the table.

Leicester rebuilt their squad last summer after relegation from the Premier League.

But their spending led other clubs to question whether they had breached the top flight’s £105million limit for losses in the past three years.

Rivals also believe Leicester will exceed the total losses of £83 million they can make in the same period.

But it was unclear which league was responsible for controlling Leicester’s finances as they went into administration last season.

And the Mail claims Leicester have avoided sanctions this season by claiming to be both a Premier League and EFL club at the same time.

Having been relegated from the Prem last season, Leicester have not been forced to adhere to top spending breach rules this season.

And at the same time, the Foxes told EFL chiefs they didn’t have to stick to their rules either because they were a Prem club in the previous campaign.

HOW TO GET FREE BETTS ON HORSE RACING

The bizarre loophole means Leicester will avoid trouble with the Premier League or the EFL this season.

They may still end up being punished if they have exceeded the loss limits.

Leicester City star Hamza Choudhury has been fined £20,000 for drink driving

But that wouldn’t start until next season, meaning the Foxes could gain promotion if they finished in the top two of the Championship or won the play-offs.

Leicester were able to take advantage of the loophole after the Premier League introduced new rules last summer to speed up PSR (Profit and Sustainability) cases.

Because the Foxes dropped out of the top flight, the rules do not apply to them this season.

But Everton, who defeated last season, were hit with a 10-point deduction (since reduced to six) for the same offence.

LEICESTER are facing questions from rivals over TWO possible breaches of financial rules.

Clubs in both the Premier League and Championship suspect the Foxes have exceeded the £105m loss limit for the three years ending last season (an average of £35m per Prem season).

They also believe Leicester will exceed the combined losses of £83 million they can make in the three years ending with the current season, with the EFL only allowing losses of £13 million per season.

But boss Enzo Maresca could lead them back to the Prem before any transgressions are punished.

Frustration is growing that it remains unclear which league is responsible for auditing a club’s finances for the season in which they are relegated from or promoted to the top flight.

And the delay in resolving cases allows clubs to escape immediate punishment for gaining an unfair advantage.

If any of last season’s relegated clubs – Leicester, Southampton and Leeds – broke the rules in 2022/23, they could be promoted back to the Prem before a case was brought.

But under the Premier League’s revamped process, Everton and Nottingham Forest will be punished in the coming weeks for their alleged offenses in the same term.

Both clubs had to submit their figures for 2022-2023 early, on December 31, because they had indicated last March that they were close to the maximum allowable losses.

It seems likely that Leicester were in the same position, but relegation meant they didn’t have to announce their figures.

But if the Foxes are promoted they will be back in the Prem before the EFL or Premier League have a chance to address a rule breach.

Leicester recorded losses of at least £141.75m over three previous seasons, not including the last.

Forest were scrutinized by the League after promotion, but that is no consolation for the clubs – including Leicester – who collapsed before they could be scrutinized last season.

Leicester declined to comment, while the Prem and EFL said they could not discuss individual clubs.

An email was recently sent to all loyalty customers to let them know that the loyalty program will soon be discontinued.

Shoppers have until 11:59 PM on March 30 to collect points and until 11:50 PM on June 29 to redeem vouchers for reward points.

The retailer said it is committed to making savings across the business, prompting the decision.

Gavin Peck, CEO of The Works, said: “After careful consideration, we have decided to end our ‘Together Rewards’ loyalty programme.

“Against a challenging economic backdrop, we have had to find ways to maintain the most important thing for our customers – affordable prices every day – while delivering savings across our business.

“This was not an easy decision and we recognize that this will be disappointing news for our customers and colleagues who use the program.

“We are exploring other ways to reward our customers, both in-store and online, but for now our focus is on continuing to offer fantastic value to customers across our range.

“We are maintaining prices on hundreds of our key products and will continue to offer great deals, such as our 3 for £6 on adult fiction books, 10 for £10 on children’s picture books and two for £12 and three for £15 on toys, games, arts and crafts.

“We would like to thank everyone who has taken advantage of the ‘Together Rewards’ program for their loyalty to The Works over the years.

“We will continue to provide them with the products that inspire them to read, learn, create and play at the same great value.”

Shoppers took to Facebook to share news and fans were devastated.

One user said: “Aww, no way.”

Another said: “Oh no, that’s disappointing….”

“I was literally offered yesterday and signed up,” someone else shouted.”

How does the Together Rewards Customer Card work?

The Together Rewards Loyalty scheme allows shoppers to get five points for every £1 they spend in The Works stores.

Each point would be worth 1 cent, so 50 points equals 50 cents.

Every three months, Together Rewards Loyalty members received vouchers based on the number of points they earned on their card.

Together Rewards Loyalty members also received exclusive offers, gifts and bonus points during promotions.

What should I do if I have points on my Together Rewards loyalty card?

If you collect 50 points or more between January 1 and March 30, you will receive a new voucher at the beginning of April and you can spend it normally until June 29.

If you do not collect the minimum of 50 points between January 1 and March 30, they will not transfer after March 30.

The retailer has also said it will no longer sign up customers for the program starting February 27.

If you purchased something with a Togethers Rewards loyalty voucher and wish to return it, you must bring proof of purchase with you and return the item within 28 days. The staff will then issue you a gift voucher.
