Roger Brown, 67, and his wife Gail, 64, are plagued with weeks of builders who make them feel unsafe and their minds.
The couple, from Shepperton, Sunbury-on-Thames, lives for 45 years in their terraced house with three bedrooms in a residential street.
Now they fear that the neighborhood of local families can be torn apart by outsiders moving to a house of several occupancy rate (HMO).
While contractors work to transform their neighboring house, the couple constantly fight against disappearing tools, destroyed views and even people pooping in the alley at their parental home.
Roger told MailOnline: ‘They stole ladders from my garden to use. They went down in the alley and do their business there, both ways. They are outside here. ‘
He said that he and the life of his wife were turned upside down and got to the council because they could not protect because they acquaintances that they can hardly work, they are so worried.
But there seems to be no easy way out for the couple, who claim that they are forced to sell their beloved house and to lose a small fortune.

Roger, a health and safety trainer, added: ‘Work started [but] We had not received a notification. It is turned into an HMO with six bedrooms.
‘They worked there [for] Three weeks. They have extended the ground floor now that it blocks the light.

“We were in shock. We felt sick. My work suffers because of the stress I go through.
“We are completely abandoned. It’s wrong. They cut through an expensive fence. All those things are right. It is too much to wear and we don’t need it in our time of life. ‘
A spokeswoman for Sperthorne Borough Council said: ‘The work is checked by an approved inspector, not the construction team of Sperthorne Borough Council. Unfortunately, this means that the council cannot intervene from the point of view of construction control.
‘A planning enforcement officer visited the building, but on the basis of the evidence was his opinion that it would fall within permitted development rights.
‘The officer therefore advised that no action could be taken from a planning perspective and that this would also apply to a change of use in an HMO (building permit is not required).
‘The council was later advised by an approved work inspector who will be used for an enlarged real estate for an HMO of six units.
‘This does not need a building permit, but needs an HMO license. The Environmental Health Team of the Council has sent an application package, but no application has been received yet.
‘Unfortunately, the legislation does not allow public consultation on HMO license requests or for neighbors to comment or object.
