There are selection criteria, prescribed age limits and also division of labor. They work under the administrative control of superiors and disciplinary measures. Proceedings can be initiated against them. This clearly reflects the fact that the employment relationship is nothing other than regular employment and the term ‘honorary employment’ is used to ensure that the benefits of regular employment are not accorded to the employee concerned,” the report said.
