Germany is expected to introduce its first national security strategy

BERLIN — Germany is expected to introduce its first comprehensive national security strategy on Wednesday, an effort to address Germany’s priorities and aspirations in a Europe transformed by Russia’s invasion of Ukraine.

The announcement is an important part of Chancellor Olaf Scholz’s government coalition agreement, but comes as the war in Ukraine has heightened Germany’s sense that it has become vulnerable to new military, economic and geopolitical threats, including climate change.

China has been such a contentious issue that it will be addressed in a separate paper to be released later.

Overall, the strategy focuses on three pillars of German security, an official with knowledge of the document said. First, an active defense, including a new strategic culture and commitments to high military spending. This includes meeting NATO’s target of its members spending 2 percent of gross domestic product on defense, and a focus on deterrence, not disarmament.

The second pillar is resilience, focusing on the ability of Germany and its allies to protect their values, reduce economic dependence on rivals, deter and defeat cyber-attacks, and defend the United Nations Charter and the rule of law . The third is sustainability, a pillar that includes issues such as climate change and the energy and food crisis.

Mr Scholz and top ministers are expected to present the new strategy at a press conference on Wednesday. The plan was delayed for a long time due to infighting between the coalitions, which led to an agreement drop the idea of the establishment of a German National Security Council.
