When a fast-moving forest fire swept through the towns of Viña del Mar and Quilpué on Chile’s Pacific coast last month, the flames engulfed residents in the streets, destroyed homes and overwhelmed the power grid. Power went out, communications failed, and not enough water reached a critical line of defense: the fire hydrants.

In this video report, firefighters and residents of the two cities told New York Times reporters that insufficient water had hampered efforts to save homes and stop the fire’s advance, ultimately forcing them to evacuate parts of the two cities. to leave.

The wildfire — the deadliest in Chile’s history, killing 134 people and destroying thousands of homes — flared out of control almost from the start, fueled by extreme climate conditions, high winds and flammable trees.

A lack of water made the situation worse, firefighters and residents said.

Chile, in the midst of a prolonged drought, has continued problems providing enough water to fight forest fires in urban areas.

In the Valparaiso region, which includes Viña del Mar and Quilpué, forest fire experts say unregulated development has made towns and villages particularly vulnerable to wildfires.

“It’s a supply and demand problem,” said Miguel Castillo, a professor at the University of Chile’s Forest Fires Engineering Laboratory, who works with cities on wildfire prevention measures.

“Often there is no water available for firefighting,” he said, adding that the problem had persisted in the region for years. “And now it has gotten even worse.”

Esval, the private company that supplies water to the Valparaiso region, denied there had been any problems with fire hydrants in the fire zone, saying the local water system was running “at full capacity.”

As the fire raged, Esval announced reductions in water supplies outside the fire zone to increase pressure on the system.

Daniel Garín, a 13-year veteran of the Quilpué Fire Department, told The Times that problems with water pressure and out-of-service fire hydrants existed even before February’s wildfire.

In early January, after a supermarket in Viña del Mar burned down, the city’s fire chief, Patricio Brito, decided told a local TV station that there was no water in the hydrants, and said: “The reality is that the water in this sector is zero, zero.”

A local congressman, Andrés Celis Monttsaid at the time that “serious issues” with the fire hydrants needed to be investigated and addressed before the peak wildfire season, which typically lasts until April in Chile.

On February 2, in Viña del Mar’s El Olivar neighborhood, Yanet Alarcón said she watched helplessly as the forest fire approached and the water hose she used to extinguish her two-story home dried up. She was forced to flee and her house was consumed by fire.

“When I came back, there were flames here, flames there, the fire was still burning inside,” Ms. Alarcón said through her tears.

In Quilpué, Mauricio Miranda said firefighters had failed to find water in nearby hydrants and waited for new supplies to arrive as his house burned.

“My house was completely destroyed and there was no water in the house, which shows that the fire department did not wash it clean,” he said.

Mr. Miranda and a dozen families in the Canal Chacao neighborhood said they planned to meet with Esval to demand compensation, claiming that the company’s inability to supply enough water to fire hydrants had led to the destruction of their homes led.

Brittany Cartwright has opened up about why exactly she chose to divorce husband Jax Taylor.

At Thursday evening’s premiere party of the new reality series The Valley, the 35-year-old star said Page six: “We’ve been together for nine years, and after a while people stop appreciating you and take you for granted – and that should never happen in a marriage.”

“So I’m trying to get that back,” she added. “And if it doesn’t come back, we won’t get back together.”

Cartwright also explained in the publication that a lack of sex in their relationship negatively affected her self-esteem, before noting that she has learned to look inward to rebuild her self-confidence.

The mum-of-one said: ‘I guess I just had to say, ‘I’m hot as hell, and I’m not going to listen to this crap anymore.’

The media personality made a note to say, “I’m not saying I’m perfect by any means, but obviously I had to come out and take care of myself and my son.”

She and Taylor share two-year-old son Cruz, and the proud mom gushed about the toddler, “He’s doing great.” He’s so happy. I feel like when he’s with mom he’s so happy, when he’s with dad… he’s doing well, he’s doing great.

“That’s obviously more important than anything in the entire world.”

She mentioned a sperm donor as an option and referenced former costar Lala Kent, admitting, “I would go the Lala route in a heartbeat if I had to. I admire her for that. Prince William joked today that his wife Kate ‘is the arty one’, as he carried out a royal visit three days after she apologised for editing her Mother’s Day photograph.

The Prince of Wales was mocking his lack of creativity as he decorated biscuits with children in a training kitchen while opening a youth charity facility in West London.

In a comment likely to raise eyebrows amid the ongoing future at the Princess of Wales, William said: ‘My wife is the arty one. Even my children are artier than me.’

It comes as Kate was said to be distraught by criticism over the picture editing row, which has seen her criticised around the world and the Agence France-Presse (AFP) news agency comparing Kensington Palace to North Korea and Iran today.

William also told youngsters at the OnSide Youth Zone in Hammersmith and Fulham that his son Prince Louis ‘loves sprinkles, so I’m going to put some more on here’.

The Prince continued: ‘How’s that? Alright? It’s remotely edible. Not quite as good as yours, but it’ll do. In the couple of minutes I got to do it.’

And he played basketball and celebrated successfully shooting a hoop after four failed attempts at the site, which is called West (‘Where Everyone Sticks Together’).

William was escorted by Kevin McGrath, Deputy Lieutenant for the London Borough of Hammersmith and Fulham who represents the monarch at official events locally.

Later, William and his estranged brother Prince Harry will both separately take part in a ceremony paying tribute to their late mother at the Diana Legacy Award.

William will attend the event at the Science Museum in London in person, where he is set to give a speech to mark the charity’s 25th anniversary and present awards.

Harry, 39, will then join a video call with the 20 winners – although it is understood that his involvement will only take place after William, 41, has left the ceremony.

Other royals on engagements today included Prince Edward and Sophie who attended the All England Open Badminton Championships in Birmingham. 

It comes as William and Kate continue to face intense scrutiny after the Princess publicly apologised and confessed to digitally editing a family portrait taken by her husband and released by Kensington Palace to mark Mother’s Day last Sunday.

On Monday, Kate publicly took the blame for the manipulated family photograph released by Kensington Palace as she issued a personal apology for the ‘confusion’.

Kate said sorry with a statement on social media which read: ‘Like many amateur photographers, I do occasionally experiment with editing.

‘I wanted to express my apologies for any confusion the family photograph we shared yesterday caused. I hope everyone celebrating had a very happy Mother’s Day. C.’

The photograph of Kate and her children, taken by William, was the first to be issued since the princess’s abdominal surgery and was released by the Palace to mark Mother’s Day.

It was issued in part to quell conspiracy theories about Kate, who had not been seen at a royal event since Christmas Day or after her surgery.

But it was withdrawn with a ‘Kill’ notice by international picture agencies hours later, and the UK’s PA news agency on Monday, because of suspicions it had been manipulated.

The saga intensified speculation concerning Kate, her health and her whereabouts, and raised questions over whether images released by Kensington Palace could be trusted.

Royal sources said the Princess made ‘minor adjustments’ and that Kate and the William wanted to offer an informal picture of the family together for Mother’s Day.

The picture was released to reassure the public amid escalating conspiracy theories online over the state of Kate’s health in recent weeks, but in an extraordinary turn of events sparked what is being dubbed ‘Kategate’ and even ‘Sleevegate’.

William and Kate have an established track record of issuing their own photographs, often taken by Kate rather than William, to mark special occasions including their children’s birthdays.

But the Princess’s confession has raised questions over whether – or to what extent – the images have been altered in the past.

Sky News said an examination of the photo’s meta data revealed it was saved in Adobe Photoshop twice on an Apple Mac on Friday and Saturday and the picture was taken on a Canon Camera.

Under the licensing agreement issued to photo agencies for use of official royal photos, Royal Households usually stipulate: ‘This image must not be digitally enhanced, cropped, manipulated or modified in any manner or form.’

Kate had surgery at the London Clinic on January 16, but details of her condition have been kept private, and she is not expected to return to official duties until after Easter .

While the fallout from the picture continued, William was back on royal duties today as he arrived in White City at 11am to visit West, the new purpose-built youth facility that will soon be available to young people in the area.

Kensington Palace said the site, which was given its name by local young people, will be staffed by youth workers who will ‘support young people from across West London to develop the skills and confidence they need to achieve their dreams’.

The West Youth Zone, which is a newly formed local independent charity, has facilities including a sports hall, fitness suite, indoor climbing wall, teaching kitchen and a performing arts studio.

There will also be a café which will serve hot meals costing no more than £1. 

It is also part of an education hub known as EdCity, which was developed by education charity Ark alongside Hammersmith and Fulham Council.

This centre will also include a new school, nursery, adult education centre and affordable housing.

West has been developed by OnSide, which the Palace described as a ‘national youth centre charity whose mission is to empower young people to lead positive, fulfilling lives by providing access to state-of-the-art spaces and exceptional, life-changing youth work in areas where they are needed the most’.

There are 14 Youth Zones in the UK OnSide network including in Bolton, Manchester, Wigan and across London – with seven more set to open over the next two years in areas such as Bristol, Grimsby, Preston and Essex.

During today’s visit, William spent time speaking to pupils from Ark White City primary school and West’ Young People’s Development Group who were involved in shaping the design and facilities in the new centre.

He toured the Youth Zone, meeting young people using the four-court indoor sports hall before seeing a teaching kitchen.

William also celebrated the launch of the Youth Zone with a plaque unveiling it ahead of its official opening next month on April 21, when it will be available seven days a week.

Later, Harry and William will both separately take part in the Diana Legacy Award ceremony.

It comes as the royal brothers have continued to distance themselves from each other in recent months.

The pair did not meet when Harry spent time with the King at Clarence House following news of his cancer diagnosis last month.

In an interview with ABC’s Good Morning America, Harry said ‘I love my family’ and that he was ‘grateful’ to be able to spend around 45 minutes with Charles when he flew back to the UK.

Harry published his controversial memoir Spare last year, in which he accused William of pushing him into a dog bowl in a row over Meghan Markle.

It was also claimed William teased Harry about his panic attacks.

Further tensions between the royal brothers can be traced back to the early period of Harry’s relationship with wife Meghan, when his then fiancee had a falling out with the Princess of Wales in the run-up to their wedding.

The Diana Award was set up to promote the Princess’s belief that young people have the power to change the world for the better.

Both William and Harry presented the inaugural legacy awards at St James’ Palace in 2017.

Dr Tessy Ojo, chief executive of The Diana Award, told The Times: ‘It’s a privilege to have the support of both the Prince of Wales and the Duke of Sussex – particularly as we mark our 25th anniversary year.’

A spokesman for the award also told The Telegraph that Harry will be a ‘key part’ of the celebration.

‘He is scheduled to speak with the award recipients, virtually, on the evening of the awards to celebrate their accomplishments,’ he said.

Yesterday, the King appeared full of cheer during an audience with Baroness Scotland at Buckingham Palace.

Charles, who has met the Commonwealth secretary-general on many occasions, welcomed his guest to the Private Audience Room for the in-person meeting.

The 75-year-old monarch, who is undergoing treatment for cancer, is continuing with his head of state duties including face-to-face audiences despite not carrying out official engagements in public. 

He was photographed chuckling and giving a wide smile as he shook Baroness Scotland’s hand.

The King is Head of the Commonwealth but this week missed the annual Commonwealth Day service at Westminster Abbey, although his pre-recorded video message was played to the congregation.

Queen Camilla and William attended the service along with other royals including Princess Anne.

Also yesterday, Camilla spent a day at the races as she attended the Cheltenham Festival.

Anne was also among the royal party as were Zara and Mike Tindall, Princess Eugenie and husband Jack Brooksbank, and Camilla’s friend and official Queen’s Companion, Lady Sarah Keswick.

Spotted in the parade ring before the start of a race was former army officer Mark Dyer, who acted as Harry’s mentor, playing the role of a supportive big brother figure for him after the death of Diana.

Israel’s unwillingness to fill the current leadership vacuum in northern Gaza provided the backdrop for the chaos that led to the deaths of dozens of Palestinians on the Gaza coast on Thursday, analysts and aid workers say.

More than 100 were killed and 700 injured, health officials in Gaza said, after thousands of hungry civilians rushed a convoy of aid trucks, sparking a stampede and prompting Israeli soldiers to fire into the crowd.

The immediate causes of the chaos were extreme hunger and desperation: the United Nations has warned of an impending famine in northern Gaza, where the incident took place. Civilian attempts to ambush aid trucks, Israeli restrictions on convoys and the poor condition of roads damaged during the war have made it extremely difficult for food to reach the approximately 300,000 civilians still stranded in that region, causing the United States and others to drop aid from the air instead. .

But analysts say this dynamic has been exacerbated by Israel’s failure to put in motion a plan for how the north will be governed.

Although South Gaza remains an active conflict zone, fighting has largely subsided in the north of the enclave. The Israeli army defeated the bulk of Hamas forces there in early January, prompting Israeli soldiers to withdraw from parts of the north.

“This tragic event reflects how Israel lacks a realistic long-term strategy,” said Michael Milstein, an analyst and former Israeli intelligence official. “You can’t just take over Gaza City, leave and then hope that something positive will grow there. Instead there is chaos.”

Since Israel invaded Gaza in October, following the Hamas-led attacks that devastated southern Israel earlier that month, Israeli politicians have debated and disagreed over how Gaza should be governed once the war is over, a period they describe as “ the day after”. ”

In northern Gaza, that moment has essentially already arrived.

Vocal sections of Netanyahu’s right-wing base are aggressively pushing for the restoration of Jewish settlements in Gaza, nearly two decades after Israel removed them. Such a plan would necessitate long-term Israeli control of the area, making it impossible to restore Palestinian rule there.

Conversely, the United States and other Western powers and Arab states are pushing for Palestinian leaders in the Israeli-occupied West Bank to be allowed to administer Gaza, as part of a process toward creating a Palestinian state spanning both territories.

Stretched between these two conflicting paths, Netanyahu has chosen neither.

“He’s trying all kinds of maneuvers to keep his government calm,” said Milstein, the former intelligence official. “Because of all the tensions and all the problematic configurations in his administration, he can’t make a really dramatic decision,” Mr. Milstein added.

Nadav Shtrauchler, a former Netanyahu strategist, dismissed concerns about Netanyahu’s strategy.

“If anyone thinks he doesn’t have a plan in his head, he’s wrong: he has a plan,” Mr. Shtrauchler said. “I think he has two plans. But I’m not sure which one he will ultimately choose, and I’m not sure he knows either.”

For now, Netanyahu is using this ambiguity to delay inevitable confrontations with both his right-wing coalition partners and the United States for as long as possible, Shtrauchler and other analysts said.

Israeli officials have discussed strengthening clans in various parts of Gaza to keep peace in their immediate area and protect aid supplies. But the plan is unproven and unenforced – and foreign diplomats are skeptical about its effectiveness.

Some Palestinians and foreign leaders say several thousand former police officers from the Palestinian Authority, the body that governed Gaza until it was ousted by Hamas in 2007, could be retrained to fill the gap. Others suggest that Arab countries such as Egypt and Jordan could send a peacekeeping force to support the authority’s police officers.

In the meantime, “Palestinians living in northern Gaza are dying of hunger,” said Mkhaimar Abusada, a political science professor from Gaza City. “And basically they try to find food any way they can.”

For the fall and winter, Fort Kent had about 58 inches of snowfall, compared to the 72 inches that the area normally receives, said Timothy Duda, a meteorologist at the National Weather Service office in Caribou, Maine.

Scientists say it is difficult to attribute a single abnormal weather event to climate change. But winters in the United States have become milder in recent yearsand winters are too warm up faster than summers.

Mushing has a deep legacy in Northern Maine, Mr. Cyr said. In the early 20th century, dog sledding, or mushing, was a common mode of travel during the winter months in many northern parts of the United States and Canada and eventually evolved into a form of recreation.

The Can-Am race has gained respect from mushers over the years and is even a qualifier for the Iditarod, a famous annual long-distance sled dog race held in Alaska.

Sixty-four teams would participate in three races: a 30-mile race, a 100-mile race and a 250-mile race, drawing about 5,000 to 10,000 spectators annually, Mr. Cyr said. Many of the mushers came from midwestern Quebec and one in France even planned to attend.

Normally, all those spectators and competitors also give a nice boost to Fort Kent’s economy, Mr. Cyr said.

“You can never book a motel room within a year of Cam-Am weekend,” Mr. Cyr said. “Local restaurants, gas stations and convenience stores are normally full this weekend.”

Organizers start planning sponsorships a year in advance, scheduling fundraising banquets, setting up routes and contacting logging companies to find out where they will harvest wood and reroute to those parts.

This is the first year that the organizers decided to cancel. There were two years where they were slightly diverted due to track problems. During the Covid pandemic, they held a “virtual race” in which they told mushers to track their route systems using GPS and complete a certain number of miles in a certain time frame.

They hope not to have to cancel again anytime soon.

But presidents of both parties, chafing at its limitations, have undermined the law and claimed the right to take certain actions unilaterally. Congress has agreed to it, and successors have subsequently built on these precedents.

In November, the Houthis began attacking commercial shipping and U.S. Navy vessels in the Red Sea and Gulf of Aden. The group cited Israel’s retaliatory campaign against Hamas in Gaza as justification. At least 58 such attacks have taken place since November 19, according to US military officials.

In response, the United States and Britain have carried out more than 30 attacks in Houthi-controlled areas in northern Yemen.

Most have been characterized as self-defense against looming threats from the Houthis, such as missiles about to be launched at ships. It has become so routine for the Navy to shoot down Houthi attack drones in the Red Sea, including six on Thursday that were seen as threats. The military does not need prior permission to strike in self-defense, the official said.

But the United States and Britain also carried out three major series of attacks in Yemen — on January 11, January 22 and February 3 — against Houthi weapons bunkers, command centers and other targets. Those strikes were planned in advance, with Mr. Biden’s approval.

The Biden administration has not asked Congress for authorization for the conflict.

The official warned that it was not clear what the operation would look like by mid-March and that no decision had yet been made.

The official said the administration takes seriously the War Powers Resolution’s 60-day clock as a constraint to ensure Congress has a say over involvement in major ground wars like Vietnam, but believes the facts of the Houthi operation are different .

Still, Jack Goldsmith, a Harvard law professor and former head of the Office of Legal Counsel in the George W. Bush administration, expressed a degree of cynicism about this interpretation, saying it fit a long pattern of lawyers in the executive branch who found ways around the War Powers Resolution.

“The lawyers are taking advantage of a statute known for its loopholes,” he said. “The executive branch has been abusing these loopholes for nearly fifty years, setting many supportive precedents, and Congress has not risen to its prerogative to do anything about it.”

For starters, the official said, top national security lawyers within the administration agree that its actions so far have been lawful.

The official noted that the Navy and US commercial ships were in international waters, where they had been for a long time. Navy ships have an inherent legal right to self-defense against actual or threatened attacks, the official said, and that principle alone covers more than two dozen of the attacks.

The Biden administration’s lawyers, the official said, were also confident that Mr. Biden, as commander in chief, had the authority to launch the three pre-planned attacks without going to Congress. The strikes, the official said, met criteria established by the Office of Legal Counsel: they served a significant national interest, and their scope and risks did not rise to what has historically been “war” in the constitutional sense.

Either way, it remains unanswered whether the War Powers Resolution’s 60-day clock applies to the conflict, meaning Mr Biden would be forced to end the operation when it expires. The law says the clock is triggered when the White House notifies Congress that it has deployed forces in actual or threatened “hostilities.”

After the launch of the first major airstrikes on January 11, the White House notified Congressmeaning that if the 60-day clock were to come into effect, Mr Biden would have to end the operation about two months later, on March 12.

But the government is developing a theory as to why, if current trends continue, it has room to say the clock doesn’t count, the official said.

First, the text of the resolution clearly states that a president must have “introduced” U.S. troops into the conflict before the 60-day clock would apply. It is not clear whether the law would apply to a situation where the navy was already in the Red Sea before hostilities broke out, the official said.

On the other hand, the official argued, being in international waters should not be considered “hostilities.” Operations in which U.S. forces have entered Yemeni airspace or waters to carry out attacks have been short-lived and irregular, according to the official, raising the possibility that they are too irregular for the clock to apply .

Moreover,

the official pointed to precedents in which the executive branch said the 60-day clock did not apply to operations where combat occurred more frequently or posed a greater threat to U.S. forces, including President Ronald Reagan’s use of Navy escorts to oil tankers in the Persian Gulf. Gulf in 1987, which killed 37 Navy sailors, and President Barack Obama’s participation in the NATO air war in Libya in 2011, which brought an increased pace of attacks.

Jason Kelce has no misconceptions about his running ability after completing a 5K to raise money for autism.

Kelce, 36, participated in the Mike's Seafood Run Walk for Autism in New Jersey on Saturday, February 17. Fans attending the event took out their cameras to watch the NFL star complete the run at Excursion Park, later taking to social media to share the captured footage.

In one video, posted by Fox Sports via X, the Eagles player could be seen crossing the finish line drenched in sweat as people cheered. “Jason Kelce ran a 5K to raise money for autism,” they captioned the clip.

Kelce retweeted the post on Wednesday, February 21, adding: “'Ran' is a generous verb for what happened. But we had a blast.”

The charity also posted photos from the fundraiser and thanked Kelce for coming out for a good cause. “JASON KELCE WE LOVE YOU!” They wrote via Facebook on Tuesday, February 20. “Thank you for coming and supporting us!”

Kelce has a long history of philanthropy, especially in raising autism awareness. He and his wife, Kylie Kelcehave worked closely with the Eagles Autism Foundation since Jason entered the NFL in 2011. The organization focuses on “research, advocacy, empathy and unity” in an effort to raise awareness and funds for people in the autism community.

For years, Kylie volunteered for the foundation before taking on “a more official” responsibility and Jason has since joined her. In addition to participating in various events and 5Ks, the couple led the way at the nonprofit's annual auction in November 2023 by donning a throwback Kelly Green Eagles jacket that was ultimately awarded to Rob McElhenney and woman Kaitlin Olson for $100,000.

While talk of Jason's departure from the NFL has become increasingly prominent during the 2023-2024 season, his and Kylie's work with the EAF will last a lifetime.

“EAF knows they can't get rid of me,” Kylie said The Philadelphia Inquirer in January 2023. “Even though I'm not officially there, I just keep volunteering. Once football is done, but let's be honest, I don't think football will ever be done. But once Jason is done playing football regularly, I don't see us ever not playing a role in EAF again. We have that personal connection and we could never distance ourselves.”

Outside of his efforts in the EAF, Jason is currently “figuring out” how he and his brother can work together Travis Kelce can best support victims following the Feb. 14 mass shooting at the Chiefs Super Bowl parade, which left one person dead and several injured. The couple spoke about the tragedy during the Feb. 21 episode of their podcast “New Heights.” (Travis, 34, has donated $100,000 to the family of two children who were injured during the parade.)

“We just wanted to say that our hearts go out to all the victims, their families, the Chiefs kingdom and really all of Kansas City, who was there on a day to try to celebrate the community. It is unfortunate and deeply tragic what happened,” Jason said at the top of the episode. “We also wanted to thank the local law enforcement officers who responded, the first responders on the scene and everyone who was willing to help those affected by this tragedy.”

I come, to quote Men At Work, from a country Down Under. I emigrated to Britain 16 years ago in search of easy access to Europe (ahem) and cultural education. And I'm a fan by and large.

There's a lot to love about Britain: its witty humour; the bracingly inventive swearing. Opening a crisp packet in the pub and putting it down as if it were a rich reward, instead of 26 Kettle crisps divided into eight parts. The NHS. Claudia Winkleman's pony.

But this country is mind-boggling. Sometimes so astonishing.

Of course, it is indecent to complain about an adoptive family. “Why don't you just leave then,” might choke up the comments section, as people understandably recoil at a foreigner giving a royal thumbs down to certain customs.

But just like spending the day at work with spinach between your teeth, sometimes the brief incentive to hear the truth is better than toiling in ignorance.

I attended my first football match in Edinburgh in the biting cold, enduring a cup of hot Bovril for warmth (it tastes like old bull sweat).

A wildly rude chant rang out through the crowd. Not focused on the away team, on the home team.

It boggles my mind that a crowd of people who probably hadn't put on their sneakers in years felt it right to abuse fit young men who they claimed to be into.
