Creep puts tracker on car of woman he met on dating app and then cuts power to her home

A Pennsylvania man has been charged with the very creepy crime of planting a GPS tracking device in the car of a woman he met online, stalking her and cutting off her power and internet.

In April, a Bucks County woman reported to Bensalem police that she came home from a trip out of town to find someone had turned off all the circuit breakers in her home and unscrewed the Internet connection from her wall.

When law enforcement officers subsequently investigated the woman’s vehicle, they found a magnetized GPS tracking device underneath NBC Philadelphia.

A detective was then able to recover data from the device, which led them back to 33-year-old Matthew Bustin of King of Prussia, Pennsylvania.

Records showed that the device began sending the location of the woman’s car at her workplace in Montgomery County, PA on April 5 this year.

Surveillance footage from outside her workplace showed a man getting out of a black Honda Civic and lying on the ground next to the ladies’ car before reaching under the vehicle and then returning to his car.

Police were quickly able to identify the man as Bustin.

The stalking victim told investigators that she met Bustin on the dating app Hinge, but became uncomfortable with him after a few encounters and ended their relationship before blocking him on social media.

The woman said Bustin kept texting her and showed up unexpectedly.

Location data from Bustin’s cell phone, for which officers had obtained a warrant, showed that he had been near the woman’s home and workplace without her knowledge at least nine times, after the time she broke off contact .

The records also showed that Bustin had been near the woman’s home when the power was turned off between 9 p.m. and 10 p.m. on April 14 while she was on vacation.

After obtaining a warrant for his arrest, Bustin was charged with burglary, criminal trespass, stalking and harassment.

He surrendered to Bensalem police last Saturday before being charged and remanded to the Bucks County Correctional Facility. His bail was set at $2 million.

However, this wasn’t the first time Bustin got into legal trouble for allegedly stalking a woman.

He was accused of doing something similar to a woman in Lehigh County earlier this year, according to a criminal complaint.

That woman told investigators she met Bustin at her apartment complex earlier this year when he asked her for help starting his car.

After she helped him, the pair exchanged phone numbers and he asked her for advice on places to live in the area.

In early February, the woman said she received an anonymous package at her address containing Valentine’s Day letters and gummy candies in the shape of female genitalia.

Days later, Bustin asked to follow the woman on Instagram and also text her six times that month.

Ultimately, the woman told Bustin in March that she made it “abundantly clear” that she was not interested in dating or connecting with him in any way.

He tried following her Instagram again. He then texted her several times. Then he came to her workplace, all within the span of three days.

The victim told investigators she found a bouquet of flowers on her car. She responded by calling police, who later found a GPS tracking device under her car.

Police said the device was similar to one found under the Montgomery County woman’s car.

Bustin was also arrested in connection with that incident and charged with stalking, but bailed himself out. NBC reports that he was also charged in a stalking case in 2018.
