Supreme Court of India

New Delhi: The Supreme Court of India on Friday declined to hear a Public Interest Litigation (PIL) seeking mandatory regulation of app-based aggregator services such as ride-hailing and food delivery platforms. The petition demanded that the central government and all state governments should formulate regulations to address concerns over prices, employee welfare and consumer protection, according to a report by news agency IANS.

“Why should we consider your petition?….Sometimes there is a danger that these social activists are actually pushed by some corporate entities. Let someone who is directly aggrieved come here and say that we should frame rules for aggregators,” observed a bench chaired by CJI DY Chandrachud.

“While we decline to exercise jurisdiction… we make it clear that we have not expressed an opinion on the merits,” it added.

The plea stated that the State Governments have failed to frame regulations for taxi platforms in accordance with the amended Section 93 of the Motor Vehicles Act, 1989. It added that non-regulation of the sector affects passengers at the mercy of the aggregators. who are nothing more than a middleman, collecting huge sums of money from the passengers and vulnerable drivers of passenger cars.
