But the policy has run headlong into concerns about human rights and the rule of law, which have roiled the normally equal Lords. The Supreme Court ruled in November that Rwanda was not a safe country for refugees, prompting the government to reform policies to address these concerns — insufficient, according to critics.

Several members of the chamber are retired judges and civil servants who see themselves as guardians of the courts and of Britain’s adherence to international law. They use the levers they have to force the government to correct the legislation.

“The way the Lords operates, like much of the British constitution, is based on convention rather than rules,” said Richard Newby, the leader of the Liberal Democratic Party in the House of Lords. “The question is how far you push a convention, rather than whether you break a rule.”

Mr Newby predicted that Mr Sunak’s Conservative government would not muster the votes of enough members on Wednesday to force the Lords to overturn the amendments. That means the bill will be returned to the House of Commons, most likely with fewer amendments.

“The problem,” she added, “is that the Lords actually know it is a ridiculous and illegitimate institution, which is why it almost always collapses.”

Yet, even within these limitations, the House can influence and even change policy. In 2015, the Lords convinced the government to reconsider cuts to social benefits. Just last week it was the prospect of defeat over an amendment to a bill in the Lords that prompted the government to promise new rules banning foreign state ownership of British newspapers and magazines.

David Lipsey, a Labor member of the Lords, said he expected his party to push for around half a dozen amendments. He said it was “fairly unlikely” that Labor would continue its opposition beyond Wednesday, even if there were good reasons for it.

“The Lords have always had the role of a backstop in stopping governments from doing things outside the bounds of democratic and legal decision-making,” said Mr Lipsey, who became a member in 1999 as Baron Lipsey of Tooting Bec.

While Labour’s double-digit poll lead means it is likely to form the next government, the party’s leaders know that if elected they would not automatically have a majority in a chamber where many members are uncommitted.

The elections, most likely scheduled for this fall, have also given non-aligned members pause. Australian captain Pat Cummins decided not to withdraw the appeal in order to grant Bairstow a reprieve – sparking chaos and controversy in the Home of Cricket. Cummins later insisted the punching was “fair,” but the usually placid MCC members disagreed.

Australia was booed by the 32,000 fans at Lords for the rest of the day and in unprecedented scenes Australian stars David Warner and Usman Khawaja had to be separated from MCC members by security in the world famous Lord’s Long Room.

MCC members then lined the famous steps to shout swear words at the celebrating Australians as they returned to their dressing room shouting ‘cheat, cheat, cheat’ at them. There were repeated cries of ‘sandpaper’ to the players – a reference to the 2018 scandal in which Steve Smith and others rubbed the ball with sandpaper to make it swing more, one of the worst examples of cheating in modern times.

Afterwards, defeated England captain Ben Stokes said: ‘Would I want to win a game like that? No. If the shoe was on the other foot, I would have thought about the whole spirit of the game.” England coach Brendon McCullum said of relations with the Australians: “I can’t imagine we’re going out for a beer any time soon.”

And on the pitch before the defeat, a furious Stuart Broad told Cummins: ‘That’s the worst thing I’ve ever seen in cricket’ before turning to Carey and warning him: ‘That’s all you’ll ever be remembered for’.

Since then, three of those members have been identified and suspended from the exclusive club.

A spokesman for Cricket Australia said: ‘Australian management have requested Marylebone Cricket Club [MCC] investigate several incidents involving spectators in the members area at lunchtime on day five of the Lord’s Test.

“It is alleged that players and staff members of the Australian team have been verbally abused, with some physically approached, while on their way to lunch through the members’ area.”

New video footage showed the MCC members yelling at the Australians, with an angry support pointing at each individual member of the team and yelling “cheat” at them.

More footage has emerged of the deluge of abuse the Australian Test cricket team dealt with at Lord’s with members’ behavior berated by cricket fans.

The incident involving Bairstow also brought back memories of the 2013 Ashes series when Stuart Broad refused to walk despite being clearly absent.

Broad took a huge nick from an Ashton Agar delivery that was caught safely by former skipper Michael Clarke in the slips.

However, it was not issued by referee Aleem Dar and the Aussies were left with no ratings to challenge.

Broad has maintained to this day that he was not required to run, saying after that game, “Those things are not remembered. It’s winning the series that will be remembered. We do have a win-at-all-cost mentality.’

England skipper Ben Stokes denounced Australia for having the same mentality after England’s loss.

“Had I been captain, I would have thought hard about the spirit of the game,” he said.

It was the winning moment for Australia. Would I want to win a match that way? The answer for me is no.’

The apparent hypocrisy was not lost on Aussie cricket fans.

‘Except that they are remembered. Broad not walking has been brought up several times today,” one fan posted.

“Important to note that Broad continues to defend his decision not to run to this day, so it’s not even something that happened in the past and he’s now ‘evolved’. The hypocrisy is staggering,” another tweeted.

Other Aussies also pointed out that England have admitted blatant cheating in previous Ashes series by changing the condition of the ball with breath mints.

Marcus Trescothick admitted in his autobiography come back to me that he used mints to shine the ball to produce more swing, while spinner Monty Panesar has also admitted that the team was guilty of ball tampering.

“The bottom line is that the team that went as far as tampering with the ball in an Ashes series is trying to take the moral high ground, but there are countless documented examples that prove they are guilty of what they preach. Again,’ posted an Australian cricket fan.

Australia lead the five Test series 2-0, with the third clash to be played at Headingley from July 6.

Most thought it was a game-changing moment, with fans going so far as to call the Australian team ‘cheats’. But footage from a few days ago during the same test shows Bairstow trying to do the same thing that was done to him. Bairstow was looking to catch Marnus Labuschagne near his crease. On that occasion, the ball failed to hit the stumps and Labuschagne survived, but Bairstow was caught napping and he had to make the long walk back to the pavilion.

New Delhi: England players Ben Duckett (50*) and Ben Stokes (29*) continued the crease as England batted at 114/4 on Day 5 of the second Test of the Ashes 2023 at Lord’s. The pair bonded a valuable partnership of 132 runs for the fifth wicket. However, as soon as Australia got rid of Duckett (83), the game started to shift in Australia’s favour.

Jonny Bairstow was also handed out after a controversial run-out decision in the 52nd over by Australian wicketkeeper Alex Carey who ran him out from behind the wickets. Stokes was annoyed by the removal and the England team or spectators were not playing good sport. Stokes then turned on his beast mode to bring his hundred.

The England skipper began attacking Cameron Green, hammering him on three bounds to begin the carnage with 178 runs to win and just four wickets to spare. In the next round, he kept hammering boundaries and three straight sixes. He was able to score 24 runs from the over which tied him for second among England batsmen in Test cricket in terms of runs scored in an over.

After Nathan Lyon bravely stumbled out to help score 15 runs for Australia despite a serious calf injury, England cricket great Kevin Pietersen suggested he only did so to get hit in the head.

If Lyon was hit in the head while batting and suffered a concussion, he could have been substituted for a like-for-like substitution due to ICC laws – meaning spinner Todd Murphy could have come in and bowled in the fourth innings.

It was a suggestion that did not sit well with Lyon, given the trauma the Aussie side endured when prodigious opener Phillip Hughes tragically died after being hit by a bouncer.

Lyon, who was playing his 100th Test in a row, is now unlikely to feature in this series after badly tearing his left calf muscle playing on day two at Lord’s.

Pietersen, who has received huge criticism for his online commentary during this Ashes series, suspected Lyon took the field with such a serious injury to potentially give Australia a concussion.

‘I think [taking] time out the match and take every point out too,” Pietersen said on the Sky Sports broadcast about why Lyon stumbled to bat.

‘[But] Imagine him [Lyon] had been hit on the head and suffered a concussion, he would have been given an equal replacement and a world-class spinner [Todd Murphy] … it gives food for thought.’

A clearly emotional Lyon was furious after the game when he heard Pietersen’s comments.

“I’ve heard comments that people thought I went out to get a blow to the head, and I’m really against that because I lost one of my buddies to a blow to the head,” he said, referring to the tragic death of Hughes.

“So I think that’s a really bad excuse or conversation.”

Lyon was just yards away from Hughes on 25 November 2014 when he was felled by a Sean Abbott bouncer while playing for South Australia against NSW in a Sheffield Shield match at the SCG.

He collapsed on the turf and never regained consciousness, as the popular star died in front of his teammates. Lyon and David Warner were two of the first players to join him before he later died in hospital.

The entire Australian sporting community was thrown into intense grief and mourning – including Lyon, who will never forget that tragic day.

“I was about ten yards from Phil when he got hit that day. The memories are obviously pretty fresh, and he was obviously a pretty good friend of mine and an incredible teammate as well. It’s one of those things you can’t let go of,” he said on the 2020 Ordineroli Speaking Podcast.

So it is understandable that a commentator putting forward the idea that a blow to the head would be a good thing for Lyon and Australia would evoke a high level of emotion.

Fans – who have so far spotted Pietersen’s commentary on the series – were also quick to blast the English greatness.

“I think it would be pretty ridiculous to suggest that someone would try to deliberately concuss a submarine. Especially not Australia given what happened to Phil Hughes,” one person wrote on Twitter.

“Sorry but KP suggesting Australia sent Nathan Lyon there thinking he’d get a concussion so they can fall into a spinner is bloody obscene,” said another.

“Pietersen spews utter conspiracy theories about Australia sending Lyon off to hopefully suffer a concussion, enabling a replacement spinner,” a third commented.

That was far from the only thing Lyon was emotional about.

The 35-year-old, who is just four wickets short of his 500th in Test cricket, is the ultimate team man having bowled more than 5,220 overs since his debut in 2011.

And he now faces the prospect of not being able to take the field for the remainder of the series – which will be down to the wire.

‘I’m completely devastated. I’ve been in tears, I’ve been upset, I’ve been in pain,” he told reporters after the day’s play.

“It shows that this team means everything to me. And I will now begin this rehab journey to come back and play my part and continue to love what I can do.

“I have a serious tear in my right calf. It’s pretty obvious. I’ll sit down with our medical team tomorrow and we’ll talk about that.

“Pretty crushing, pretty gutted. Pretty speechless if I’m honest. But I have a lot of confidence in that dressing room and I love being part of this team.’

Australia were able to score an extra 15 runs thanks to Lyon hobbling to the crease, with the plucky tail man even managing to hook Stuart Broad for four.

But he was clearly in a lot of pain doing this.

For example, Lyon stumbled to wait for his turn to bat in the iconic Lord’s Long Room amongst excited England fans as it would take them too long to get to center from the dressing room.

“I would have had a timeout. The elevators here are pretty slow, so I had to go down the stairs,” he said.

“It was interesting to be in the long room instead of waiting in the pavilion to bat. It was like being in the zoo, many eyes were on me, watching what we were doing, what we were talking about. But I do everything for this team.

‘I knew the risks. But the way I look at it, as I said before, I will do anything for this team.

“You never know how big a 15-run partnership can be in an Ashes series. I’m proud of myself for going out and doing that.’

Those 15 runs could prove crucial indeed, with the game once again in a precarious position heading into the final day.

Ben Stokes (29*) and Ben Duckett (50*) are on the crease, needing 257 runs.

If Australia can take the remaining six wickets and continue the momentum Mitch Starc and Pat Cummins have generated with some searing spells to close out day four, the side will rise 2-0 in the series – giving England a mountain to climb has.
