After a utility pole fell and sparked a wildfire, Frank King and his family rushed to escape when electrical transformers exploded around their homes near the Oregon coast. In the rearview mirror, a bright red glow was visible for miles.

The fire destroyed 300 homes in Otis, Oregon, three and a half years ago, including the house where Mr. King, a 101-year-old World War II veteran, had lived for nearly three decades.

“A lot of the things that reminded me of the good things in my life are gone,” said Mr. King, who believes things could have turned out differently if his utility, PacifiCorp, had knocked out power lines before a major storm. “It’s taking a terrible toll on me.”

Not long ago, large wildfires caused by power lines and other utilities were considered to occur primarily in California. But these disasters are increasingly happening in many more places as forces spurred by climate change, such as extreme heat and drought, wreak havoc on power grids not built or upgraded to withstand them.

Xcel Energy, a utility company based in Minneapolis, recently acknowledged that its equipment most likely caused the Smokehouse Creek Fire in the Texas Panhandle last month. In August, Hawaiian Electric said one of its power lines ignited the devastating Lahaina fire on the island of Maui. And this month, a jury ordered PacifiCorp to pay $42 million to 10 families who lost their homes in the fire that forced Mr. King to flee his home over the 2020 Labor Day weekend.

In all these cases, the utilities argued that they were not negligent and should not be punished for the fires their equipment caused.

Most climate experts expect that global warming will make wildfires much more likely, even in places not previously considered high-risk, such as rainforests and wetlands. Although wildfires can start in many ways, utilities with their networks of wires and transformers are a major source of concern.

The industry says it is working to reduce the risk of fire in several ways, including burying power lines, a very expensive option, and using cheaper tools such as sensors and software to turn off power when a fire threatens.

But industry critics, including homeowners and some lawmakers, say the industry isn’t doing enough to prevent such fires.

“There is an unwillingness in this industry to adapt,” said Cody Berne, a lawyer in Portland, Oregon, who represents Mr. King and other wildfire survivors. “It’s criminal incompetence.”

Utility executives say the rapid escalation of climate-induced disasters has made it difficult to manage millions of miles of towers, poles and wires in a more than 100-year-old system.

“Past risks are not really a good indicator of future risks anymore,” said Scott Aaronson, senior vice president of safety and preparedness at the Edison Electric Institute, a utility industry trade group. “We are seeing a rapid change in the extremely severe weather. It’s disheartening.”

Electricity costs have risen sharply in recent years as utilities respond to extreme weather events and rising energy demand. The industry spends billions of dollars burying power lines, covering wires, pruning and removing trees and shrubs, and purchasing weather stations, cameras and other equipment to better monitor and control energy equipment.

But not every response to climate change has to be expensive. Researchers at the University of California, Berkeley, have found that the risk of utility-caused wildfires is increasing can be reduced by as much as 75 percent by using sensors already present in many utilities and by upgrading the companies’ software systems.

These changes would automatically shut down parts of the utility’s network within milliseconds when tree branches, animals or other objects caused problems on the power lines. Using this technology, known as fast trip, is much cheaper and easier than laying power lines underground, an approach that several major Western utilities are also pursuing.

It can cost $3 million to $4 million per mile to bury power lines. Such projects can take years to be approved, developed and completed. By comparison, fast trip technology costs about $5,000 to $10,000 per mile, including installing equipment and sending utility personnel to inspect circuits before power is restored, the Berkeley researchers said.

“There are opportunities for innovation that can further reduce risk,” said Duncan Callaway, a professor of energy and resources at the university.

Mr. Callaway analyzed the wildfire prevention efforts and costs of Pacific Gas & Electric, which has 5.5 million electric customers, more than any other utility in one state. While PG&E and other utilities in the West use fast trip, which he calls “a no-brainer,” Mr. Callaway said he didn’t know how many others were doing so.

Arshad Mansoor, president and CEO of the Electric Power Research Institute, agreed that fast trip is an important solution, but he added that other tools, such as low-orbit satellites, can help utilities quickly identify problems and assess conditions without turning off the power.

“The first thing we need to do is implement this early warning system globally,” Mr Mansoor said.

In Oregon, neither automated technology nor utility workers preemptively shut off power over the September weekend of 2020, even though forecasters had warned of high winds and 90-degree heat for days. A falling utility pole sparked a fire on Echo Mountain, near the coast in central Oregon. It was one of them 30 fires that burned 1.2 million acres across the state that weekend, killing nine people and destroying 5,000 homes and businesses.

Jim Holland, a 40-year-old chef, lost the house he and his wife Briana had bought just nine months earlier – their first. The Hollands and Mr. King, a neighbor, have rebuilt the land with insurance money and other assistance, but they have also filed lawsuits seeking damages from PacifiCorp. Many in the community are still so traumatized that every puff of smoke that blows by makes them nervous, even if it’s just from a barbecue. The area is still scarred by mudslides, charred power poles and burned trees with peeling bark.

“It feels like we are living in ruins,” Mr. Holland said. ‘It’s not what it was. There are people with glassy eyes, wondering what has happened to their lives.”

For many Oregonians, it’s hard to fathom how a state known for its rainforests became a tinderbox.

Last year, a wildfire ripped through a critical rainforest with a watershed that supplies water to a million people in the Portland metropolitan area and a hydroelectric dam.

“If you’ve been here a long time, like me, you see that climate change is real,” said Mingus Mapps, a Portland city commissioner who oversees water, transportation and environmental services. “It was a once-in-a-thousand-year fire. It was terrifying.”

A lightning strike ignited that fire. But Mr. Mapps, a Democratic candidate for mayor, said the city was also concerned about the fire risk from electrical equipment.

For utilities, the fires also pose potentially crippling financial risks from lawsuits filed by homeowners and their insurance companies. PG&E filed for bankruptcy protection in 2019 after racking up billions of dollars in liability from several wildfires, including the 2018 Camp Fire, which killed 85 people and destroyed the town of Paradise, California.

Mr Aaronson, director of the Industry Trade Group, said utilities had learned from the traumatic wildfires in California. But he noted that utilities caused less than 10 percent of wildfires nationwide.

“We are working to reduce this further,” Mr Aaronson said. “There are tens of thousands of kilometers of transmission infrastructure. There are millions of miles of distribution.”

Extreme weather has made it difficult to ensure that every part of the energy system is ready for climate change. One upgrade some companies are making is greater use of fast trip technology.

PacifiCorp, a subsidiary of Berkshire Hathaway, said it began using the wildfire prevention technology in 2021, the year after the Echo Mountain wildfire, even though the technology had been around for many years.

But the use of tools such as rapid shutoff or public safety power shutoffs, which California utilities have used when fire risk in an area is expected to be high, could be unpopular because they leave residents and businesses without electricity. Utilities say they prefer approaches that keep the lights on.

Allen Berreth, vice president of wildfire mitigation operations at PacifiCorp, said that while the company was using fast trip and other tools, it also planned to bury many more power lines.

“Undergrounding means no power outages for public safety,” said Mr. Berreth.

Berkshire Chairman and CEO Warren E. Buffett told investors in February that he expected wildfire losses at his company’s subsidiaries to rise in the coming years. He also warned that utilities would have to spend much more money on fire prevention; spending that energy experts say will drive up electricity rates.

“The ultimate outcome for the utility sector could be ominous,” Buffett said. “When the dust settles, America’s energy needs and resulting capital expenditures will be staggering.”

TESCO has been hit by a massive IT outage which has seen online deliveries canceled this afternoon.

It comes just hours after Sainsbury’s was hit by a major “technical issue” which caused the majority of its customers’ online deliveries to be canceled this morning.

Now, the grocer “Every Little Helps” says similar issues have forced it to cancel home deliveries as well.

They did not specify how many customers or which regions were affected.

But a Tesco spokesperson said: “We are working to resolve a technical issue which has forced us to cancel a number of online orders due for delivery today.

“We are sorry for the inconvenience.”

The problems sparked outrage online as Tesco customers expecting home delivery or click-and-collect canceled their orders.

What happened?

A major technical problem in the supermarket chain’s systems has led to the grocer canceling some of its online deliveries on Saturday, March 16.

The technical issues are also impacting shoppers’ ability to visit Stories for click-and-collect orders.

Affected customers have received an email saying: “Hi. We’re really sorry, but we can’t deliver your groceries today due to an issue with our system.

“You were not charged for the order.

“If you would like to reschedule your order, please use our website or the Tesco app.”

The supermarket chain said on Saturday morning it was “working hard to resolve the problem” and apologized to affected customers.

A spokesperson for the supermarket said: “We are currently experiencing a technical issue which is affecting some stores, our Groceries Online service and our ability to contact customers directly.

“Unfortunately, we will not be able to deliver the vast majority of today’s groceries online.

“We are working hard to resolve the issue and apologize to our customers for the inconvenience.

“We will proactively contact customers to rebook orders as quickly as possible.”

What happened?

Sainsbury’s said the supermarket was experiencing issues with contactless payments due to an overnight software update.

Several stores have now stopped trying card payments altogether and customers have been forced to abandon their shopping because they did not have the necessary cash on them.

What about my online delivery?

A spokesperson said: “All our stores are open as usual today and accept chip, PIN and cash payments.

“Unfortunately, this also means that we are unable to deliver the vast majority of current grocery online orders and we are currently unable to contact customers directly, but we will contact them as soon as possible to rebook orders.”

Sainsbury’s has also advised customers to place new orders on Monday, but has not yet discussed a possible refund process.

How can I request a refund for my order?

Sainsbury’s has said it will contact all affected customers to discuss rearranging their deliveries.

However, if you do not hear from the supermarket within 24 hours, we recommend that you contact them yourself.

You can do this by calling 0800 328 1700.

You are also entitled to a full refund if your online order has been charged but not delivered.

The video was apparently taken before news of the star’s rescued cats broke, as Charles said the pets “have not been found.”

The cause of the flames was raised again, with the actress’ father mentioning a ‘powerline’ possibly causing the fire due to ‘very windy’ weather in the area.

When asked how Delevingne was doing, Pandora said again, “I think she’s probably devastated.”

Her mother then explained to the outlet, “She had everything going for her whole life. She built it, she made it. She has everything in her.’

Cara’s $7 million mansion in Studio City, California was reportedly engulfed by flames that spread to the attic, causing extreme damage to the expensive property.

A total of 94 firefighters showed up to battle the blaze, arriving in 13 different engines.

The fire is believed to have started in a back room of the building. Images obtained by DailyMail.com show that entire parts of the roof have now collapsed as a result of the fire.

DailyMail.com has reached out to the model’s representatives.

It is said it took firefighters almost two hours to fully bring the blaze under control, with at least one person injured, although it is not yet clear who.

No matter the size of your kitchen, it can always seem like you don’t have enough space.

An interior designer shared the five most common mistakes she sees people make when decorating that part of their home.

In her videoOlivia Caplan (@oliviacaplandesign) explained why every design choice hinders your kitchen.

For her first tip, she advised her audience to take their cabinets all the way to the kitchen ceiling.

The TikToker pointed out that leaving a six-inch gap between the top and the ceiling “creates a dust trap and is difficult to clean because it gets greasy, dusty and horrible.”

Olivia highlighted a second problem with this particular design layout.

“It’s wasted space and if there aren’t a lot of upper cabinets, that would have been a great place to maximize storage,” she explained.

“Running your units all the way to the top is so much more efficient and leads to tons of extra storage space.

“It looks much more custom and high-end, but is also more practical.”

Olivia then discussed a specific type of lighting that she described as “horrible and unnecessary.”

“Don’t get me started on these horrible things, spotlights, don’t do this. First of all, it’s a waste of money, and second of all, it makes you feel like you’re living in a hospital,” she said.

Instead, Olivia recommended incorporating statement lighting or lamps into your space.

She also explained how important it is to map out your kitchen in advance.

“It’s very often the island where people go wrong when mapping out their kitchen,” Olivia said.

“I would really urge you to map everything out as best you can to make sure everything is functional.”

The decor expert then discussed the use of color in kitchens.

“So often I see people make the mistake of being too shy, too cautious and a little bit safe with color,” Olivia said.

“You don’t have to create a fluorescent pink kitchen or a hugely vibrant kitchen that might go out of style.”

Instead, she recommended adding a subtle but interesting pop of color to your space.

Finally, Olivia encouraged her audience to consider storage space when planning their kitchen.

“So often I see kitchens where they have made a very expensive payment and they have been guided by the design and pursued the aesthetic,” she said.

“Before you sign off on your kitchen, you need to plan every unit down to the last detail.”

Olivia added that the best way to take your home to the next level is to plan it thoroughly.

“My point is to plan, plan and plan again, otherwise you’re wasting money,” she said.

Her followers shared their thoughts on the advice in the comments section.

“You are so precise that you don’t plan your serve,” one viewer wrote.

“I can’t stand spotlights either, the multiple shadows in all different directions just look awful,” said another TikTok user.

“I like the idea of ​​a lamp, it will make my kitchen cozier,” said a third person.

A young woman claims she had to leave the gym because her outfit ‘didn’t fit’ the dress code.

Emi Romerofrom Colorado, felt “shocked” and “embarrassed” when an employee confronted her about her ensemble because of the gym’s policy that prohibits women from wearing uncovered sports bras.

However, the 28-year-old, who is five months pregnant, believes she didn’t break any rules by opting for camouflage leggings paired with a brown tank top that didn’t show her bump.

“To be honest, at first I felt really embarrassed and felt like crying because I already felt a bit insecure about pregnancy changes,” Emi told FEMAIL.

“As time has gone by, I have become more frustrated and disappointed.”

In a now-viral TikTok video, Emi opened up about the dilemma while filming herself in her car.

“So I’m wearing this tank top today, right?” she said.

“And the owner’s wife stares at me all the time when I’m training. And [the] owner kind of walks [over] halfway through my workout. He says, “Listen, my wife has a problem with what you’re wearing right now. We don’t allow sports bras.”

Emi felt confused and said she knew the rule and didn’t wear a sports bra.

But she said the owner responded, “No, I agree with you, but my wife, it’s really hard to differentiate between what is a sports bra and what isn’t… top.”

Emi claimed she looked around and saw other women working out wearing “super short shirts” and carrying their “whole bellies.”

“I don’t feel like I’m wearing a sports bra, so I don’t understand what the problem is here,” she told the owner.

“You’re a bodybuilder’s gym. You have all these pictures of people half naked, which is cool, but like, I can’t wear a tank top?’

She claimed the behavior was “quite offensive” and “the craziest thing.”

The conversation took a turn when she said the owner told her the gym might not be “the best choice for her.”

She replied, “I don’t want to know what makes me feel this way,” describing it as the most “awkward, awkward encounter.”

The video has since been viewed more than 5.2 million times and outraged other women.

‘Why is there a dress code anyway?’ one asked, while another called the outfit “outrageously appropriate.”

“I was expecting something really small but there is NOTHING wrong with your outfit,” a third added.

“She was HUGELY jealous. You look amazing and that was way out of line,” one person claimed.

Another woman claimed she had experienced something similar before.

Just a few months ago, Geert Wilders was anathema to most Dutch political parties.

Mr Wilders has been a disruptive and divisive force within the far right for twenty years. He has said he wants to end immigration from Muslim countries, tax headscarves and ban the Koran. He has called Moroccan immigrants “scum.” His Freedom Party has supported leaving the European Union.

But then Wilders convincingly won the national elections in November. Nearly a quarter of Dutch voters chose his party, which won 37 of the 150 seats in the House of Representatives, a huge margin by the standards of a divided party system that relies on consensus and coalition building.

Since then, Mr Wilders has become an unavoidable political force. “He is the greatest,” says Janka Stoker, professor of leadership and organizational change at the University of Groningen, about Mr Wilders. “They just can’t ignore him.”

That dilemma has made the Netherlands a test case for Europe, as the country grapples with the question of what to do with far-right forces that have advanced so far into the mainstream that they can hardly be considered on the fringes anymore.

Italy already has a far-right leader, and the Swedish government is dependent on a party with neo-Nazi roots. The far right currently represents a significant portion of the opposition in France and Germany, raising the question of how much longer it can be avoided.

In the Netherlands, some mainstream parties have responded by holding their noses and marching forward into the negotiating room to find a way to work with Mr Wilders.

Coalition talks to form a new government, which in the past took weeks or months, collapsed in February, not because of anything specific Wilders said or did to further offend the political establishment, but because of the budget figures.

It was a telling everyday obstacle that betrayed the increasing normalization of Mr Wilders and his political acceptance by the other parties.

“His normalization has happened very quickly,” said Cas Mudde, a Dutch political scientist at the University of Georgia’s School of Public and International Affairs.

“Most mainstream media and politicians have treated the coalition negotiations with Wilders as normal,” Mudde said, “which also seems to be the opinion of a majority of Dutch people.”

The parties on the left have categorically said that they still reject Mr Wilders. But the question of how to rule with him is not theirs; it is for parties in the rest of the political spectrum.

Mr Wilders has negotiated with the People’s Party for Freedom and Democracy, a centre-right party that has governed for the past thirteen years; the Farmer Citizen Movement, a populist pro-farmer party; and New Social Contract, a new centrist party. Together these four parties have 88 seats in the House of Representatives, a comfortable majority.

But the discomfort of Wilders’ negotiating partners is clear, even if they do not express it publicly.

Concerns surrounding Mr Wilders remain so great that early in the talks the four parties around the table took the unusual step of signing a document committing themselves to upholding the Dutch Constitution, something long taken for granted .

The pledge, as well as the need to marshal multi-party support, is expected to limit Mr Wilders’ ability to drastically change the pillars of the Dutch government or push through unconstitutional laws.

The signing of the document also helped Mr Wilders to gain some political distance from his most extreme positions as he tried to find common ground with the other parties, giving the impression that he was moderating his views.

But Mr Wilders’ party is built entirely around him and has a unique structure that gives him the sole authority. The platform still contains numerous unconstitutional proposals, including a ban on mosques and Islamic schools.

Mr Wilders has said he has not changed his views, and he has refused to take back comments that landed him in hot water. This includes his question to supporters in 2014 whether they wanted more or fewer Moroccans in the Netherlands, which resulted in chants such as ‘Less! Fewer!” from the crowd.

“Our view and criticism of Islam have not changed,” Wilders told lawmakers last month.

Given his refusal to deny his most extreme statements, and the fact that he and his party are one and the same, the country and the political establishment are left with the lingering issue facing Mr Wilders.

“The question is: how credible is someone who has not taken the Constitution seriously for 20 years?” says Léonie de Jonge, assistant professor of European politics and society at the University of Groningen. “If you look at his Twitter feed, he is no less radical.”

At the same time, Mr Wilders is a known figure, one of the many contradictions that surround him. He is one of the best-known faces in politics in the Netherlands and is known for his blunt language. He has been a member of the House of Representatives since 1998, making him the longest-serving member.

For most of that time he was a fixture in the opposition. But he achieved his greatest success in the last election by linking his long-standing antipathy to immigration with other issues that Dutch citizens cared about most, such as a shortage of affordable housing.

In an effort to find a way out of the impasse over forming a government – ​​and to avoid everyone’s least favorite option, new elections – politicians have talked about unorthodox arrangements with little or no precedent.

Some have floated the idea of ​​forming a minority coalition, or a cabinet that could include ministers from other, smaller parties. It could also include political outsiders, possibly respected former politicians who could serve to create a greater buffer between the cabinet and parliament. But both political analysts and politicians themselves do not know what that would mean in practice.

But even those options could only reduce Mr Wilders’ role. They could prevent him from becoming Prime Minister, but in almost every conceivable circumstance his party would have to be part of the government. There is almost no escape.

During the round of coalition talks that collapsed last month, Mr Wilders used his opportunity to be the center of political attention to show his best side and present himself as professional and constructive.

“I behaved like the leader of the largest party,” Mr Wilders said during a recent debate in the House of Representatives.

Even traditionally hostile parts of the Dutch news media have described him as reliable and professional, including the left-wing newspaper De Volkskrant, which has long been highly critical of him.

Yet Mr Wilders has remained combative on social media, a favorite platform for his most vitriolic outbursts. His behavior continues to raise questions about his ability to serve as a unifying force, a side of Mr Wilders that Dr Stoker says was not seen or tested during his time in opposition.

For now, the four negotiating parties will have to resume their talks and agree on what kind of coalition structure they can support before attempting to broker a coalition agreement.

Although the chances of a traditional coalition with Mr Wilders at the helm may diminish in a new round of talks, that option remains.

Mr Wilders himself says that he wants to lead the country. When asked in a recent parliamentary debate whether he was still willing to become prime minister, his answer was clear: “I can’t wait.”
