7th Pay Commission: As per the Gratuity Payment Act 1972, the maximum gratuity an employee can receive is Rs 20 lakh; the full amount is given by the company/organization from its own resources.

Representative image

7th Pay Commission: In a major relief to many millions of employees and pensioners across the country, the central government earlier this week increased the dearness allowance (DA) and dearness allowance (DR) by four percent, while also increasing the housing allowance (HRA) for central government employees who in the cities of categories X, Y and Z.

The Center has also increased the tax exemption limit on gratuities from Rs 20 lakh to Rs 25 lakh for central government employees.

The amount of gratuity and subsequently the tax on it may vary for central government employees in different pay scales, making it very important to know the new tax limits on gratuities as well as the total amount of gratuity one can expect to receive at the time he or she is received. her pension.

Here’s how we can calculate the gratuity amount you will receive in retirement by calculating the amount on a standard basic salary of Rs 15,000.

Who and when is someone entitled to a tip?

All employees of a company with more than ten employees are entitled to gratuity under the Payment of Gratuity Act, 1972. As per the current rules, a service class employee is eligible for gratuity after working in the same company for five years. However, the Center may soon change this rule in the New Wage Act, under which an employee can receive gratuity after just one year of service instead of five years.

Notably, gratuity is given only at the time of retirement or if and when one leaves the job, even though, as per the prevailing rules, an employee is eligible for gratuity after completing five years of service.

If someone dies during employment or quits the job due to an accident, the nominee will receive the gratuity amount.

Who is not eligible for tips?

As per the current law, any employee who has not worked at the same company for at least five years or left the job before the said period is not eligible for gratuity.

Even if a person leaves after 4 years and 11 months from the date of employment, he or she is not eligible for gratuity. However, this rule can be relaxed if the employee dies or has to leave the job due to an accident.

How much tip can you get?

As per the Gratuity Payment Act 1972, the maximum gratuity an employee can receive is Rs 20 lakh; the full amount is given by the company/organization from its own resources. What is different in this case is provident fund (PF), to which the employee also contributes 12 percent of his salary.

How is the tip calculated according to the Tip Payment Act?

Under the Gratuity Payment Act 1972, gratuity is calculated for employees, divided into two categories; those within the scope of the law and those outside it. Both private and public sector employees fall into these two categories.

How do you calculate the tip for employees covered by the law?

For employees who fall within the scope of the law, gratuity is calculated using the following formula;

Last salary x seniority x 15/26

Final salary = Basic salary + animal allowance + commission on sales (if applicable).

According to the formula, the employee is paid in an average period of 15 days, based on 26 working days in a month.

If we take the example of an employee who has worked in a company for six years at a basic salary of Rs 15,000 per month, his gratuity is calculated as 15,000 x 6 x 15/26 = Rs 51,923.

Particularly during the last year of employment, six months of employment are considered a full year.

How do you calculate the tip for employees who are NOT covered by the law?

For employees who do not fall within the scope of the Tip Act, the tip is calculated using this formula; Last salary x seniority x 15/30 in which Final salary equals basic salary + animal allowance + commission on sales (if applicable).

In this case, unlike the first case, only a full year of service is taken into account in the last year of service.

Let us again calculate the gratuity amount for an employee who has worked in a company for six years at a basic salary of Rs 15,000 per month. As such they will receive 15,000 x 6 x 15/30 = Rs, 45,000 as total tip amount.

7th Pay Commission Latest update today: When the DA was increased last time in October 2023, the DA was increased by 4 percent to 46 percent.

7th Pay Commission Latest update

7th Pay Commission: Here comes a wonderful news for the central government employees: the Center is likely to announce a 4% DA hike for them in today’s cabinet meeting. The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, will meet later in the day and is likely to approve a 4 percent increase in dearness allowance (DA) for central government employees. It was previously speculated that the central government could increase the DA before Holy given the general elections scheduled in the coming months.

Total DA increase to 50%

With the latest DA increase of 4 percent, the dearness allowance and the dearness exemption will increase to 50 percent. It should be noted that the DA and DR are increased twice a year, starting in January and July. However, the increase in DA and dearness relief (DR) is decided by the central government based on the All-India CPI-IW data.

When the DA was last increased in October 2023, the DA was increased by 4 percent to 46 percent.

50 Lakh government employees are benefiting from it

The decision to increase DA is expected to benefit the existing 50 lakh government employees and 62 lakh pensioners under the central government. After approval by the cabinet, the proposed DA increase will take effect from January 1, 2024.

Last year, the Center government approved Diwali bonuses for Group C officials and ungazetted Group B officials, including paramilitary forces. It is to be noted that the Center had fixed a limit of Rs 7,000 for the calculation of non-productivity related bonuses (ad hoc bonuses) for central government employees for the financial year 2022-23.

How DA walk is calculated

The central government employees should note that Dearness Allowance (DA) is a cost of living adjustment allowance given by the government to central government employees and pensioners to mitigate the challenges of price rise and inflation.

The DA increase is calculated as a percentage of the base salary. For example, for Central Government employees: Dearness Allowance percent = ((Average of AICPI (Base Year 2001=100) for the last 12 months -115.76)/115.76) *100.

Will other benefits increase?

With a 4% increase in DA, the total DA will reach 50% this time and if the DA reaches 50%, certain other allowances and components of salary will also increase. View the full list here:

  • Housing allowance
  • school allowance for children
  • Special allowance for childcare
  • Subsidy for hostels
  • Transport of personal belongings
  • Tip
  • Clothing allowance
  • Mileage reimbursement for your own transport
  • Daily allowance

How much HRA will increase?

Generally, central government employees are given Housing Allowance (HRA) depending on the category of the city in which they live. As per the recommendations of the 7th Pay Commission, HRA has been rationalized to 24%, 16% and 8% of housing allowance. the basic wage for class in X, Y and Z cities.

Anthony Albanese and his government have been warned against attempts to set up a 'divisive' body to oversee truth-telling following the failure of the Voice referendum.

A Makarrata Commission, as proposed in the Uluru Declaration from the Heart, would seek a treaty between the federal government and Indigenous Australians.

Makarrata is a Yolngu word that translates as 'a coming together after a battle' and is the concept of bringing 'peace after a dispute'.

Mr Albanese told Parliament on Wednesday that “while we take the time necessary to deliver Makarrata and the truth, treaty work continues at state and territory level.”

But the shadow minister for Indigenous Australians, Jacinta Nampijinpa Price, said the government was “not listening” to Australians and that a Makarrata would be “divisive”.

Minister for Indigenous Australians Linda Burney told the ABC that “the issue of truth-telling is incredibly important.”

But her predecessor in the role, Ken Wyatt, warned a Makarrata commission would only “antagonize” Australians and sow division.

Mr Wyatt, who resigned from the Liberal Party over its position on the Indigenous Voice to Parliament, said such a body was no longer a good idea.

He told The Australian that aAfter the Vote No vote 'you don't want to oppose. “I think the Prime Minister has lost a lot of praise and support because of the failure of the Voice.”

Ms Nampijinpa Price asked: “How long will it take for this government to listen to the Voice referendum result? Australians said no.

“They don't want to be divided like this, but that's what treaties and so-called truth-telling are, divisive,” she told the Herald Sun.

Mr Wyatt was one of the few prominent Conservative politicians to back the 2017 Uluru Statement from the Heart, but he now believes there will be further repercussions if the Voice is comprehensively defeated in the October 2023 referendum.

He even went so far as to say that there should be “a question mark over Mr. Albanese's leadership.”

Ms Burney said she was speaking to indigenous communities about the referendum result and “what the next steps would be”, but did not indicate when a truth commission might be established or what it would entail.

“I am having discussions with the cabinet about this… the issue of telling the truth is incredibly important,” she said.

'There are many ways in which that can happen, including the school curriculum.

“There's no specific model that I prefer at this point… I'm very open, just as the government is very open, to what it could look like.”

However, Mr. Wyatt said that alone added a truth-telling component to school curricula won't do it'.

Indigenous Australian history is already an important part.

“The Australian Curriculum Version 9.0 includes a range of additional content that recognizes the experiences and perspectives of Aboriginal and Torres Strait Islander peoples,” a spokesperson for the Australian Curriculum, Assessment and Reporting Authority said.

'The Aboriginal and Torres Strait Islander History and Culture cross-curriculum priority aims to deepen all students' understanding of the history and culture of First Nations Australians and their knowledge of important aspects of our national history.'

Opposition education spokeswoman Sarah Henderson strongly disagreed with Ms Burney's views, telling the Australian: “Classrooms must remain a place for education, not a forum to promote division and activism.”

Professor Megan Davis, a prominent supporter of the Voice, previously warned against simplistic solutions for dealing with Indigenous Australians.

“We must understand those in power's preference for performative narratives over long-awaited and much-needed structural changes.

“We must understand those in power's preference for performative narratives over long-awaited and much-needed structural changes,” she wrote in The month.

The EC said that the CAPF personnel thus deployed will be distributed and retained at different intervals depending on the scale and schedule.

New Delhi: The Election Commission (EC) has sought 3.4 lakh Central Armed Police Forces (CAPFs) personnel for a phased deployment during the upcoming Lok Sabha elections and Assembly elections in Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim.

The poll panel has also sought adequate rolling stock with all appropriate facilities on the trains, ensuring hassle-free mobilization and timely movement of armed forces to carry out election duties.

In a communication to the Ministry of Home Affairs (MHA), the EC said that the chief election officials of all states and Union Territories have requested deployment of CAPFs for poll-related functions such as area domination and confidence-building measures. , duties related to election days, monitoring of Electronic Voting Machines (EVMs) and vault centers, security of counting centers etc. during elections.

The committee has considered the requests of the state CEOs and decided to deploy up to about 3,400 CAPF companies in all states and Union Territories in phases to ensure free, fair and peaceful elections, the notice said.

A CAPF company has approximately 100 employees.

Up to 920 CAPF companies are expected to be deployed in West Bengal in a phased manner, followed by 635 companies in Jammu and Kashmir, 360 companies in Chhattisgarh, 295 companies in Bihar, 252 companies in Uttar Pradesh and 250 companies each in Andhra. Pradesh, Jharkhand and Punjab.

The CAPFs are the Central Reserve Police Force (CRPF), Border Security Force (BSF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), Sashastra Seema Bal (SSB) and the National Security Guard (NSG).

The combined strength of all CAPFs is approximately 10 lakh.

The other states where a significant number of CAPF personnel are likely to be deployed are: 200 companies each in Gujarat, Manipur, Rajasthan and Tamil Nadu, 175 companies in Odisha, 160 companies each in Assam and Telangana, 150 in Maharashtra, 113 in Madhya. Pradesh and 100 in Tripura.

The EC said that the CAPF personnel thus deployed will be distributed and retained at different intervals depending on the scale and schedule.

Further, the poll panel said that the said number of CAPF companies is the maximum mobilization of CAPF personnel that can be deployed and retained in a particular state or Union Territory at a particular stage of an election.

The EC said the MHA should take necessary action and issue directions to all concerned to ensure smooth and timely induction and de-induction of the armed forces at an appropriate time.

In a separate communication to the Railway Board, the committee said the Indian Railways has an important role to play in the induction and de-induction of the armed forces during the polls.

The poll body, however, said several issues have been raised by the MHA and CAPFs regarding inconvenience to the security forces during their mobilization in the 2022 and 2023 elections.

The railway ministry has already been asked to address concerns to prevent recurrence of such incidents during the train journeys of the security personnel, the ministry said.

However, the issue of rolling stock availability arose again during the November-December 2023 elections, resulting in a delay in the movement of armed forces.

Keeping this in mind, the Railway Board has been asked to appoint nodal officers at the headquarters and zone levels for smooth coordination during the election process and share the list of such officers along with their contact details with the EC and the CAPFs. ' nodal officers in advance.

The committee has asked the Railway Board to ensure availability of rolling stock for movement of the CAPFs, make provision for adequate number of coaches in the trains for hassle-free travel of the troops (approximately 24 coaches are available in each train). ), provide comfortable seating and rest facilities for staff, especially on longer journeys, and provide essential amenities such as electricity, water, fans, air conditioning, etc. for train journeys in the summer months.

7th Pay Commission: The government employees of West Bengal and Uttar Pradesh have received a huge hike in animal allowance, which will give a big boost to their salaries.

7th Pay Commission Latest update

7th Pay Commission Latest news today: Just ahead of the 2024 Lok Sabha elections, government employees of two states have received a huge hike in animal allowance, which will give a big boost to their salaries. This week, the West Bengal government announced a 4% DA hike for the state employees during the budget presentation. Following this, the Uttar Pradesh government announced a 10% hike for the state employees. Check how much salary will increase for the government employees of both states.

UP Govt increases DA by 10%

This week, the Yogi Adityanath government approved a 10% increase in animal allowance for regular road workers, after which it will be 38 percent for them. The state government's move will benefit nearly 12,000 employees.

The decision on the hike rate was taken after several representations and representations by the Uttar Pradesh Roadways Employees Union.

In his clarification, State Transport Corporation PRO Ajit Singh said the 10% DA hike has finally been approved and it will impose an additional expenditure burden of Rs 7.5-8 crore on the state.

The state employees can avail the DA increment, the basic pay of which ranges from Rs 3,000 to Rs 15,000 depending on the basic scale.

West Bengal increases DA by 4%

During the budget presentation, West Bengal announced a 4% DA hike for the state employees and said that with this hike, the previous DA rate of 10% has now been increased to 14%, providing a financial boost to the government employees.

Apart from this, the state government in the budget also unveiled an improvement in financial assistance under the Lakshmir Bhandar scheme. As part of the scheme, general category households will now receive Rs 1,000 while SC/ST households will receive Rs 1,200.

The development comes at a time when central government employees are awaiting an announcement on the DA hike from the Centre. Meanwhile, speculation is rife that central government employees will soon get two big gifts from the Center – one is an increase in animal allowance and another could be the release of 18-month debt arrears. If reports are to be believed, these two gifts will lead to a huge salary hike for central government employees.

What is dearness benefit and dearness relief?

Central government employees must keep in mind that the duration allowance is a part of the salary that is aimed at mitigating the effects of inflation. The effective salary of government employees is periodically revised to cope with rising inflation. The Center reviews the DA twice a year – in January and July.

The Federal Trade Commission on Thursday launched an investigation into Microsoft, Amazon and Google's multibillion-dollar investments in artificial intelligence startups OpenAI and Anthropic, expanding the regulator's efforts to combine the power the tech giants may have over AI.

These deals have allowed the big companies to forge deep ties with their smaller rivals while avoiding most government scrutiny. Microsoft has invested billions of dollars in OpenAI, the maker of ChatGPT, while Amazon and Google have each committed billions of dollars to Anthropic, another leading AI startup.

Regulators have typically focused on bringing antitrust lawsuits against deals in which the tech giants directly buy up rivals or use acquisitions to expand into new businesses, leading to higher prices and other harm, and have not regularly challenged the interests that the companies buy into start-ups. The FTC's investigation will examine how these investment deals are changing the competitive landscape and could inform potential investigations by federal antitrust regulators into whether the deals violate the law.

The FTC said it would ask Microsoft, OpenAI, Amazon, Google and Anthropic to describe their influence over their partners and how they worked together to make decisions. It also said it would require them to provide any internal documents that could shed light on the deals and their potential impact on competition.

“Our investigation will shed light on whether investments and partnerships by dominant companies risk disrupting innovation and undermining fair competition,” Lina Khan, chair of the FTC, said in a statement.

The study is the agency's first major effort to understand how companies are using partnerships and investments to rapidly expand their influence in AI. Ms Khan, who was appointed in 2021, has long pushed to modernize the way the government applies antitrust law. . That included her office filing an antitrust lawsuit against Amazon last year for artificially raising prices and asking courts to embrace more new theories about how companies can harm the economy.

Other international regulators are also investigating the investments of some major tech companies in AI startups. The Competition and Markets Authority, a British regulator, said last month it was investigating whether Microsoft's deal with OpenAI was a merger within its jurisdiction and would harm competition in the economy. The European Commission also said it is investigating whether its antitrust laws could apply.

Microsoft, Amazon, Google, OpenAI and Anthropic did not immediately respond to requests for comment.

Brad Smith, the president of Microsoft, said in a social media post in December that the company had “forged a partnership with OpenAI that has fostered greater AI innovation and competition while maintaining the independence of both companies.” He said the arrangement was “very different from a takeover.”

The FTC and the Justice Department, which investigate corporate mergers and whether they could harm competition, have in recent years divided responsibility for investigating whether the tech giants violated antitrust laws. The FTC has filed antitrust lawsuits against Amazon and Meta, while the Justice Department has sued Google and is investigating Apple's conduct.

The FTC has additional powers to conduct public investigations that look at specific corporate behavior and its effect on the economy. For example, in 2021 it released a report looking at the acquisitions of tech giants. determinative that many of them were not large enough to meet the standard for mandatory government supervision. More recently the agency conducted an investigation to how social media companies and video platforms deal with misleading advertisements.

Ties between the tech giants and AI startups have come under scrutiny since November, when OpenAI's board ousted its CEO, Sam Altman. In the chaotic days that followed, Microsoft CEO Satya Nadella counseled Mr. Altman and later offered to hire him and his team directly, raising questions about the influence Microsoft had on the startup's operations. Mr. Altman eventually returned to OpenAI.

As part of Thursday's investigation, the FTC said it would ask Microsoft, Amazon, Alphabet, OpenAI and Anthropic for details, including whether the deals between the giants and the startups included rights to board seats or other oversight of each other. Microsoft was given a seat on OpenAI's board in November, but does not have the right to vote on its decisions.

Microsoft has committed $13 billion for what is effectively a 49 percent stake in the startup. The company tried to keep its stake below 50 percent because of antitrust concerns, The New York Times previously reported. Amazon said it would invest up to $4 billion in Anthropic. Google has committed to investing more than $2 billion in Anthropic.

The investigation could be followed by a more formal investigation into whether the deals between the companies violate antitrust laws. Officials at the FTC and the Justice Department have been in discussions over which agency will be allowed to investigate the Microsoft-OpenAI deal, according to a person familiar with the matter who spoke on condition of anonymity because the discussions are confidential.

An FTC spokesperson said the study was a first step in understanding a new market for technology and that the findings could be used by both agencies.

In addition, the FTC last year opened an investigation into whether ChatGPT has harmed consumers, with a broader focus on whether the technology could be used to commit fraud. (The Times has sued Microsoft and OpenAI for use of copyrighted work.)

“America's longstanding national commitment to promoting fair and open competition has been an essential part of what has made this country an economic powerhouse and a laboratory for innovation,” Ms. Khan said in a Times guest essay last year. “We are once again at an important decision point.”
