It came after he built a balcony that Celia claims overlooks her garden where she often lies in a bikini.

Neighbor Neil Kennedy was forced to apply for retrospective planning permission for his swanky home overlooking Poole Harbour in prosperous sandbanks, Dorset.

It came after he built the extra balcony on the third floor of the mansion, which Celia and her husband Nick strongly opposed.

But Bournemouth and Pool Council has now approved the balcony, and Celia has rejected the decision.

She called the green light for the application “terrible and unfair.”

Celia, who plays the leading role Channel 4's Four Rooms, and her husband Nick had no objection to Mr Kennedy's original plans to demolish a £2 million bungalow next to their home.

He planned to replace it with a three-story house, but the couple said their neighbor did not adhere to the original proposals.

Of particular importance is an extension of the balcony.

The couple also had problems because they say windows were added to both sides of the new property, meaning their neighbor could see directly into their house.

Celia told me MailOnline: “I hate that my neighbor is allowed to have windows looking into someone's house.

“To say that there is no overlooking or invasion of privacy because it is a bathroom is absolute nonsense.

“It doesn't make me feel good to know that he can stand on his balcony and look into our garden when I'm in my bikini.”

The properties there have rear gardens that open onto the water and have panoramic views over Poole Harbour.

Celia bought her property with Nick in 2007 for £2.7 million, making the house now worth over £4 million.

In council officer Suzanna Knowles' report for Mr Kennedy's application, she said the additional side windows were not an “unacceptable situation” and that they overlooked a brick wall of the Sawyers' home.

Ms Knowles added that the balcony extension had been considered as part of the original application and found it “would not cause material harm to the amenity of the adjacent houses“.

The Sun has approached the council for comment.

Mr Kennedy previously declined to comment on the matter.
