New Delhi: Parliament passed the NCTD Laws (Special Provisions) Act, 2023 and the Delhi Act just a few days ago, and the real action has begun in New Delhi. In a new development, Delhi Lieutenant Governor VK Saxena has chaired a meeting with senior officials to take stock of the status of regularization of unauthorized colonies and also the work process made in rehabilitation of the slum dwellers under the PM-UDAY and PMAY (Urban ) schemes. Moreover, Delhi LG Saxena also asked the officials to provide exact timelines regarding the complete implementation of PM-UDAY, PMAY and the land pooling policy of the Delhi Development Authority (DDA).

Discussions about ambiguity in the boundaries of unauthorized colonies

Raj Bhavan officials said that during the meeting, the LG was apprised of the ambiguity in the boundaries of the unauthorized colonies, repeated extensions of cut-off dates and uncertainty in notified slum clusters, which ultimately left the issue hanging for a long time. led the Center in formulating the PM-UDAY and PMAY schemes in 2019. However, immediately afterwards, with the outbreak of the Covid pandemic, the work could not be carried out in full swing.

Officials said Saxena expressed surprise and concern that this law had been in place in various versions since December 2006, and yet the case remained pending despite the restrictions caused by the pandemic.

Saxena also directed the officials to come up with a concrete time-bound action plan for the registration, verification and subsequent regularization of the unauthorized colonies and emphasized that the process of doing the same should be made simple and hassle-free. The officials said the LG also warned that negligence or corruption in this regard would not be tolerated.

Toward LG Vinay on slum rehabilitation

Regarding the rehabilitation of the slums, the LG directed the DDA to immediately identify alternative locations within a radius of 5 km where on-site rehabilitation was not possible as per law and where slum dwellers were to be rehabilitated to a dignified life in flats or houses already built according to different schemes.

The LG also directed the officials to ensure that the entire plan comes into effect within a month and concrete action is initiated immediately. He stressed that all tasks must be completed at least a year earlier than the 2026 deadline set in the law recently passed by Parliament.
