JPSC Combined Civil Service Examination 2023: The Jharkhand Public Service Commission (JPSC) has released a detailed notification for the Combined Civil Service Exam 2023. According to the notification, the registration process will begin on February 1, 2024. Candidates can fill the application form until February 29.   • A candidate must hold a degree from any of the universities established by an Act of the Central or State Legislature in India or from other educational institutions established by an Act of Parliament or declared to be deemed to be universities under section 3 of the University Grants Commission Act, 1956 or any foreign university approved by the Central Government from time to time or possessing an equivalent qualification.

  1. A candidate must have reached the minimum age of 21 years.
  2. The upper limit for the category without reservation is 35 years.
  3. As per Resolution Note No. 29 dated 04.01.2021 of the Department of Personnel, Administrative Reforms and Rajbhasha, Govt. of Jharkhand, the upper limit for the Economically Weaker Section (EWS) is 35 years. The age limit prescribed above will be relaxed as below.

JPSC Combined Civil Service Exam 2023: Check the exam pattern

The Jharkhand Combined Civil Services Examination consists of two consecutive phases:

  1. Combined (preliminary) examination for civil servants (objective type) for the selection of candidates for the main (written) examination; And
  2. Combined (main) examination for Civil Servants (written and interview) for the selection of candidates for the various services and positions.

Combined (preliminary) civil service exam: The exam consists of two compulsory papers of 200 points each, namely General Studies – I and General Studies – II.

  • All questions of compulsory papers are of objective type (multiple choice question) and each paper lasts 2 hours.
  • The question papers will be asked in both Hindi and English.
  • The selection list for the (written) main examination is prepared on the basis of the total number of marks obtained in both papers. However, the minimum qualifying marks are as prescribed in Rule 17(i) of the Jharkhand Combined Civil Services Examination (2nd Amendment) Rules, 2023.

Combined (main) exam for civil services: The main exam consists of a written exam and an application test.

  • (i) The written examination consists of 6 papers.
  • (ii) The selection list for the interview test should be prepared on the basis of total marks obtained for Papers – II to VI (5 papers in total), subject to scoring minimum qualifying marks i.e. 30 in Paper – I and minimum qualifying marks in aggregate as prescribed under Rule 17(i) of the Jharkhand Combined Civil Services Examination (2nd Amendment) Rules, 2023, in the remaining 5 papers.

  • (i) Candidates securing a minimum qualifying mark of 40% in aggregate will be considered by the Commission only for preparing the selection list for the main examination (written) and for preparing the merit list for the application test. However, the minimum qualifying marks may be relaxed according to the following criteria:

Marks obtained in the Main (Written) 'I' Language (General Hindi and General English) Examination, which is only qualifying in nature, will not be added to the total marks for the purpose of calculating percentage marks, or for preparing a merit list for the application test or for preparing the final merit list.

JPSC Combined Civil Service Examination 2023: Service Allocation

When allocating services, the candidates belonging to any of the reserved categories recommended for unreserved vacancies may be matched to reserved vacancies by the Commission, if through this process they are provided with a higher choice service in the order of their preference. The Commission may apply the general qualification standard if a vacancy arises in the unreserved category by following this rule.

The Commission awards services to the candidates based on their choice and the merit list. If a candidate belonging to a reserved category and selected under the unreserved category, without availing any relaxed standard, is allotted a service of his/her choice under the unreserved category, he/she will be adjusted to the vacancy of the unreserved category. However, if a candidate belonging to the reserved category and selected in the unreserved category without availing any relaxed standard cannot be allotted service of his/her choice under the unreserved category, he/she can service of his/her choice under his/her reserved category, he/she will be allocated the service of his/her choice under the reserved category.
