She shared an insight into the property via a video on her TikTok channel @justamumwholikestodance entitled “house of horrors”.

Louise revealed that 12 weeks after she was given the keys to the property, she still couldn't live in it due to the appalling state it was in.

The previous tenants had left rubbish everywhere and the paint was peeling off all the walls.

There was black mold growing on the walls and the toilet was covered in so many stains that it was almost completely brown.

Tenants of the municipality are allowed to make changes and renovations to their home.

What is a town hall exchange?

A municipal home exchange, also called mutual exchange, is an arrangement for people who live in a municipality or housing association and want to exchange their home with another tenant.

Often people trade to get a larger or smaller home or to move to another area.

When you exchange your home with each other, you exchange your rental agreement with someone else.

Anyone with a fully insured or certain social housing rental in their name and a clear rental account can make a mutual exchange.

You cannot exchange your home if you:

  • have an introductory rental
  • have a trial rental
  • are in temporary housing

However, they must ensure that all work is in accordance with building regulations and planning permission.

Council houses are made available by local authorities to people in need.

They are often cheaper than renting private homes and can also provide greater security against eviction.

Council housing is allocated to potential tenants on a points-based system, with those in greater need receiving homes first.

If you are high enough on the waiting list, the municipality will contact you about an available home.

In Britain there are currently over a million people waiting for social housing.
