Biden plans to call on Congress to approve aid to Ukraine

President Biden plans to call on Congress on Wednesday to put aside partisan differences and immediately pass a multibillion-dollar aid package for Ukraine, warning that if he does not do so, President Vladimir V. Putin of Russia will slow the momentum could regain during the war.

Efforts to supply both Ukraine and Israel appear to have reached an impasse as Republicans insist on tying the aid to immigration measures that Democrats oppose. A classified briefing for senators on Tuesday degenerated into a partisan shouting match, and prospects for a bipartisan consensus appeared to be fading quickly.

The Biden administration has already alerted Congress that the money for Ukraine will run out by the end of the year, leaving the embattled former Soviet republic vulnerable to a new Russian offensive. The White House has asked for another $61 billion in aid, saying blocking it would “make it easier for Putin to gain the upper hand,” as the president’s national security adviser, Jake Sullivan, said this week.

Senate Republicans largely support more aid to Ukraine and additional security money for Israel. But they insist on including a crackdown on migration at the border as a condition, arguing that Americans want their own safety monitored. Democrats have objected to some of the proposals put forward by Republicans, calling them excessive and political.
