A bill with $14 billion for Israel's war in Gaza passes the Senate, but could falter in the House of Representatives.

A $95 billion foreign aid package passed by the Senate Tuesday morning includes $14.1 billion for Israel's war against Hamas, although the bill still faces uncertainty in the House of Representatives.

The $95 billion legislation also sets aside nearly $10 billion for humanitarian aid to civilians in conflict zones around the world, including the Palestinians in Gaza.

President Biden recently escalated his criticism of Israel's campaign against Hamas, calling it “exaggerated.” Aid to Israel has also faced opposition from some Democrats, who have expressed concern about the death toll in Gaza, which the territory's health ministry said has exceeded 28,000, most of them women and children.

Mr. Biden has nevertheless continued to push for military support for Prime Minister Benjamin Netanyahu's government. In October, he requested the foreign aid package, including $14 billion for Israel's war effort.

Much of the debate over the measure has focused on the much larger amount earmarked for Ukraine. Many Republicans oppose sending more money to the government in Kiev, while others want to prioritize a crackdown on immigration at the U.S. border with Mexico.

Speaker Mike Johnson has suggested he has no plans to bring the bill up in the House of Representatives, where a majority of Republicans oppose more aid to Ukraine.
